SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the associate superintendent, Office of Special Education (OSE), this individual is responsible for: Aligning the vision and mission of OSE under the leadership of the Chief Academic Officer in all areas of curriculum, assessment, and instruction to ensure the improved academic achievement of all students with disabilities including students with disabilities pursuing Alternate Learning Outcomes. Collaborating with the Office of Curriculum and Instructional Programs (OCIP) across all reporting areas: Pre-K-12 Curriculum and Districtwide Programs; College and Career Readiness and Districtwide Programs; and English Learners and Multilingual Education. Developing, facilitating, and evaluating a range of professional learning opportunities for adult learners related to district curriculum, Tier I specially designed instruction, Tier II/III evidence-based interventions, Multi-Tiered Systems of Support, formal educational assessment of students with disabilities, and academic achievement data analysis for students with disabilities in accordance with state/federal regulations. Collaborating with the Department of Special Education Services with respect to the systemwide implementation, training, job-embedded coaching, and consultation related to evidence-based interventions and Tier I/II instruction for all students with disabilities. Providing consultation to the Resolution and Compliance Unit regarding mediations and hearings. Collaborating with OCIP and the Office of Shared Accountability to present academic achievement data of students with disabilities at Montgomery County Board of Education (BOE) and other related meetings. Participating on a variety of office level and central services committees to promote access to and the ability to progress in the curricular standards for all students with disabilities pre-K-12. Collaborating with the special education liaison, as needed, to provide information to parents of students with disabilities regarding specially designed instruction.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current research and trends in curriculum and instructional strategies for special education students ages birth-21. Knowledge of the Individuals with Disabilities Education Act. Knowledge of effective instructional practices. Knowledge of evidence-based Tier II and Tier III reading, writing, and mathematics interventions. Ability to develop, coordinate, and implement professional learning activities. Knowledge of school improvement processes including analysis of data, developing and monitoring professional learning; knowledge of Montgomery County Public Schools (MCPS) goals/initiatives. Experience collaboratively planning, facilitating, and evaluating a range of professional learning opportunities for adult learners. Strong and engaging skills as trainer, facilitator, and coach. Ability to work collaboratively with high performing teams of internal and external stakeholders. Knowledge of evidence-based interventions for English/language arts and mathematics. Ability to support the monitoring and implementation of evidence-based reading, writing, and mathematics interventions with fidelity to publisher specifications. Ability to manage projects and adhere to timelines and deliverables. Knowledge of and ability to use a range of technology tools. Excellent oral/written communication, interpersonal, and organizational skills. Knowledge of the Montgomery County Association of Administrators and Principals (MCAAP) and Montgomery County Education Association (MCEA) professional growth systems.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education or related educational field from an accredited college or university and training and experience in assessment, diagnosis, and instructional programming for students with disabilities in Grades pre-K-12. Demonstrated successful experience in planning, implementing, and evaluating professional learning activities for adult learners. A minimum of five years of outstanding classroom experience, school-based leadership, and/or central office experience planning and implementing specially designed Tier I, Tier II, and Tier III instruction to include working with a range of students Grades pre-K-12 (general education, special education, emergent multilingual learners, and accelerated and enriched learners). Demonstrated leadership experience in schools or central office including oversight of projects or professional development initiatives. Demonstrated experience in using MCPS data tools to gather and evaluate school system educational targets. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Demonstrates the ability to manage multiple high-level projects.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements in special education, Administrator I, school-based leadership. Background as a reading specialist and/or mathematics content coach is desirable. Completion of OAT I or II or ability to complete within one year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Some lifting required no more than 15 pounds; transport supplies, materials, and equipment to meetings and schools.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional participation and/or attendance at evening or weekend BOE, community, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in the analysis of data to guide department decision-making, grant development, professional learning opportunities, and setting priorities in strategic planning.
Works collaboratively with OCIP to develop and implement joint professional learning and provides guidance with the selection and implementation of curricular materials and interventions to meet the needs of the range of students with disabilities in MCPS.
Collaborates in the development of new and revised curriculum, assessments, and instructional pacing guides to support instructional programs in schools and student achievement on national, state, and local assessments through the lens of students with disabilities.
Initiates, designs, coordinates, and conducts professional learning activities for adult learners including those linked to specialized Tier I instruction for students with disabilities and Tier II and Tier III interventions.
Provides job-embedded coaching and support to school-based staff including administrators, special education teachers, reading specialists, mathematics representatives, content specialists, resource teachers of special education, intervention/focus teachers, and paraeducators in the implementation of specialized instruction and evidence-based strategies and interventions to support the academic achievement of students with disabilities.
Supports the development and implementation of grant-funded projects.
Participates in systemwide and community presentations regarding the instruction and provision of services for students with disabilities in MCPS.
Serves on system, office, and department project teams related to curriculum and instruction.
Participates in the evaluation and selection of textbooks, instructional materials, and equipment; coordinates articulation of curriculum between grade and school levels.
Supervises and evaluates MCEA staff members.
Performs related duties consistent with the scope and intent of the position.
