SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Office of Human Resources and Development (OHRD), develops, implements, and maintains standards for the school system¿s organizational structure and related processes. The supervisor ensures adherence, proper implementation and application of office and personnel hierarchy; makes informed decisions regarding office structures, reporting structures, authority levels of new and existing positions, office reorganizations and their implementation. Oversees and leads the Position Management Unit and manages position control data related to human resources. Supports and performs data analysis work to provide relevant, actionable feedback to OHRD leadership to improve core human resources programs and operations; supports and maintains organizational structure functions and processes for the Human Capital Management (HCM) system integration and migration; and advises, collaborates and confers with the Department of Business Information Systems and other offices regarding HCM system. The supervisor serves as a subject matter expert and provides guidance to schools, offices and district leaders in matters related to organizational and personnel structure and restructuring to ensure standards and best practices are consistently maintained to support the strategic goals and effective functionality of the school system.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of human resources principles, practices, and techniques of public personnel administration and management and organizational structures and hierarchy. Thorough knowledge of Montgomery County Public School (MCPS) organization or ability to obtain knowledge of MCPS quickly. Knowledge of State and Federal laws, and rules and regulations governing employment and labor. Knowledge of MCEA, MCAAP/MCBOA, and SEIU Local 500 agreements and understanding of professional growth concepts, systems and practices, such as the MCEA, MCAAP/MCBOA, and SEIU Professional Growth Systems. Thorough knowledge and skill with electronic applicant and employee tracking systems. Strong analytical and problem-solving skills. Considerable knowledge and ability to objectively analyze data and information and make informed decisions and/or recommendations regarding process improvement, organizational and personnel structures. Excellent interpersonal skills, customer service skills, oral and written communications, presentation skills, leadership skills, and the ability to maintain confidentiality. Ability to work independently, multi-task and work under tight deadlines. Ability to engage and work collaboratively with diverse stakeholders, staff, and executive leadership. Skilled in the use of current technology and human resources software.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration. Five years or more experience in a supervisory, leadership, or management position in human resources, preferably in a K-12 school system. Minimum of two years of technical experience in human resources systems, functions and technology, preferably in a K-12 environment. Preferred experience in Oracle Human Capital Management cloud products. Experience in organizational and management analysis and proven, successful experience in developing and implementing process improvement strategies in human resources or a related field. Other combinations of applicable education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Strategic Human Resource Management (SHRM) or Professional in Human Resources (PHR) certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional extended day work and attendance at evening Board of Education meetings as required. Limited use of leave during spring and summer and peak months of recruitment and hiring season.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements standards based on best practices for human resources management and organizational structure guidelines that align with MCPS strategic goals and optimal effectiveness.

Leads, maintains and supports HCM system functions, relative to organizational hierarchy, position management, security access and MCPS reporting structures.

Provides oversight and leads the Position Management Unit; manages position control data related to human resources.

Supports and conducts data analysis work to provide relevant, actionable feedback to OHRD leadership on how to improve core human resources programs and operations.

Engages schools and offices in matters related to school and office structures, organizational hierarchy and practices related to personnel authority and functions. Determines timelines, expectations and report parameters for school and office administrators regarding office structures. Oversees yearly reporting process.


Supports and maintains personnel/hierarchical structures in the Human Capital Management system. Researches, troubleshoots and resolves related issues. Serves as subject matter expert and advisor to district leadership, offices and schools.

Collects and analyzes data, conducts research regarding office and school reporting structures and other areas as needed.

Makes informed decisions that align with established standards and determines timelines, deadlines, and expectations for principals and office staff, relative to office/school building personnel structure.

Conducts analysis and research using internal and external sources to maintain and improve the effectiveness of the school system through promoting and maintaining best practices in organizational and position structure and management.

Works collaboratively with the Division of Management and Budget on work, issues and decisions that have fiscal implications or impact budget management or planning.

Leads and serves as advisor for office restructuring and reorganizations for the district. Liaises with other OHRD staff to ensure compliance with established standards and processes.

Develops and maintains processes and organizational methods to evaluate and track processes, activities and improvement strategies for all key human resources functions and operations.


Develops and maintains process maps for human resources functions and processes related to the assigned areas of work.
