SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of the Employee and Retiree Service Center (ERSC), supervises the daily operations and activities of the Payroll Team to ensure timely and accurate processing of system-wide payroll; ensures compliance with laws, tax regulations, Board policies and collective bargaining agreements. The supervisor manages the payroll system, transaction and costing analysis, reconciliation, resolving discrepancies and supporting audits. The supervisor represents ERSC and the director in payroll-related matters, both internally and externally; assesses pay-related systems and processes across various offices and works collaboratively with department and unit leaders to establish and implement cohesive systems and procedures to ensure the accuracy, efficiency and compliance of payroll functions and activities. Work involves analyzing technical processes and mechanics, relative to Human Capital Management (HCM) systems; collaboration with the Department of Controller and other offices to instruct operating personnel in new payroll procedures and their implementation. This requires thorough understanding and utilization of large payrolls, including actions that impact it. Oversees year-end processes and manages the closure of the fiscal year for the department; leads initiatives, new processes and assesses systems as needed. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of payroll processing system used in school districts such as Oracle, SAP, etc. Strong technology background and knowledge of new cloud-based payroll systems. Ability to oversee large scale payroll operations and associated systems and processes; ability to assess a variety of systems related to and impacting payroll and collaborate with various offices to establish and improve the efficiency and accuracy of payroll processes. Highly skilled at resolving problems and addressing inquiries from administrators, managers, employees, federal, state, and private agencies. Considerable knowledge of various federal and state payroll laws including Fair Labor Standards Act (FLSA) and Affordable Care Act (ACA) regulations, and Board policies for application to appropriate payroll processes. Knowledge of state retirement systems and school district collective bargaining agreements. Excellent analytical, organizational, and problem-solving skills. Strong communication and interpersonal skills with a demonstrated commitment to exemplary customer service. Knowledge of or ability to quickly obtain knowledge and apply the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree in Business administration, accounting, payroll, etc. Master’s degree preferred. Five years or more direct experience with large scale financial, accounting, and payroll systems. Five years or more supervisory experience managing staff payroll processing, providing effective customer service to staff and retirees. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and leadership skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Supervises and manages day-to-day operations of the payroll team, including timely and accurate biweekly payroll processing and payroll-related activities for the school system. Strategically utilizes payroll team members to support schools and offices and conduct payroll-related work.Collaborates and coordinates with ERSC teams, including the Compensation and Transactions Administration Unit; Benefits Strategy and Vendor Relations; Leave Administration and Workers Compensation Unit and the Retirement Unit, as well as various MCPS offices, including the Division of Human Resources and Talent Management; and the Department of Controller for payroll-related matters.Assesses, develops and improves systems and processes for MCPS offices and schools related to payroll.Serves as a point of contact and represents the director in matters involving external entities, such as the State of Maryland, the Department of Labor, Office of the Inspector General, auditors and vendors; resolves issues related to payroll, audits, grievances, compliance, and other pay-related issues.Represents ERSC director in various matters as requested.Oversees year-end processes and manages the closure of the fiscal year for the department; leads initiatives, new processes and assesses/improves systems as needed.Oversees and ensures accuracy of time reported, payroll calculations and timely disbursement of wages, salaries, stipends, garnishments, taxes and deductions.Reviews payroll transactions for accuracy, proactively identifies and resolves discrepancies.Maintains compliance with federal, state, and local payroll tax laws and regulations, labor laws, Board policies and union agreement requirements. Ensures deductions are accurately withheld for benefits, retirement and other withholdings.Oversees payroll reporting and prepares necessary documentation for internal and external audits.Reconciles payroll accounts and ensures accurate general ledger postings.Collaborates with ERSC leadership team to analyze and implement payroll resulting from contract changes to compensation and benefits programs ensuring compliance with negotiated agreements, changes in benefits plans, regulatory and other requirements.Responds to questions regarding payroll and resolves issues.Maintains current knowledge of payroll laws and tax regulations and the impact on MCPS; keeps abreast of other relevant laws, regulations and best practices; establishes, assesses, revises and implements payroll policies and procedures to improve efficiency.Develops and documents payroll processes and procedural instructions for payroll assistants and operating personnel.Regularly assesses the payroll process to identify areas of process improvements.Implements solutions to address bottlenecks, such as additional training, improved communication with other departments, or system adjustments.Monitors workload distribution and implements process improvements.Offers ongoing training to payroll team, operational staff and various offices in payroll software, new regulations, and best practices.Utilizes project management tools to track task completion and visualize progress.Performs related duties consistent with the scope and intent of the position.
