SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Department of Special Education Prekindergarten and Related Services, the Supervisor of Hearing and Vision Services administers and supervises services for students who are deaf, hard of hearing, blind, or have vision impairments. This role involves implementing federal, state, and local policies related to students with disabilities and serving as a liaison to administrators and instructional staff systemwide. The supervisor ensures the success of all students by promoting best practices for instructing students with hearing and vision disabilities. PHYSICAL DEMANDS: Ability to move training materials (50 lbs.). SPECIAL REQUIREMENTS: Frequent evening meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and Montgomery County Public Schools (MCPS) policies regarding special education services, birth to age 21. Extensive knowledge of best practices for supporting students with hearing and vision disabilities. Ability to work effectively with staff members, parents/guardians, and students. Strong organizational and managerial skills, with the ability to work independently, problem-solve, and manage resources. Excellent oral, written, and American Sign Language (ASL) communication and human relations skills. Competence in evaluating, observing, and supervising teachers and specialists. Knowledge of the MCPS Professional Growth System.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education or a related field, certification as a teacher of the deaf or teacher of the visually impaired preferred; at least five years of classroom experience serving students with hearing or vision disabilities across a range of ages and settings. Administrative and/or supervisory experience in special education, preferably in public schools. Experience in consulting with and supervising teaching staff members, and in planning and developing professional learning. Knowledge of educational technology and assessment tools required. Other combinations of applicable education, training, and experience may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for Administrator I. Completion of OAT I or II, or completion within one year of the position start date.

DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the Chief of Specialized Student Support Services, Associate Superintendent, Department of Special Education Services, Department of Special Education Prekindergarten and Related Services, to ensure the provision of services for students with hearing and vision disabilities.Works closely with cross-functional teams to align instructional priorities with district-wide strategic goals, ensuring that all initiatives are inclusive, data-informed, and student-centered.Supervises and evaluates instructional specialists, itinerant teachers and other staff members assigned to the Hearing and Vision Program.Responds to requests from principals and school-based staff for support regarding the identification, evaluation, and placement of students with hearing and vision disabilities.Communicates and collaborates with staff in the Central Placement Unit and the Resolution and Compliance Unit as needed.Works with school administrators, parents/guardians, and staff to identify appropriate academic interventions and strategies to improve student outcomes.Provides leadership for a team to collect, monitor, and analyze data related to school-based consultations for students with hearing and vision disabilities.Plans and delivers districtwide professional learning opportunities for teachers and paraeducators working with these studentsEnsures the provision of classroom and related services during Extended School Year.Monitors enrollment in programs serving students and collaborates with the Division of Business, Fiscal and Information Systems to develop and monitor budgets and staffing allocations, as well as contractual services.Assists the Division of Human Resources and Talent Acquisition in the recruitment, screening and hiring of teachers of the deaf and teachers of the visually impaired, and other staff members assigned to the Hearing and Vision Program.Responds to parent inquiries and prepares written correspondence regarding provision of services.Participates in Individualized Education Program (IEP) team meetings as appropriate.Participates in mediations, hearings, and other due process procedures.Assures that staff, principals, and teachers are informed of changes in laws, regulations, and policies.Represents the Department of Special Education Services on local and state committees.Participates actively as a member of the leadership team of the associate superintendent, Division of Special Education.Performs related duties consistent with the scope and intent of the position.
