SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises and manages the development of the elementary integrated curriculum, assessments, and professional development, program. Facilitates support, communication, and feedback from administrators and teachers implementing the program. Keeps abreast of national and state trends to obtain information essential for program development, implementation, and improvements. Leads development of curriculum, assessments, professional development, and the overall instructional program and evaluates and participates in the selection of instructional resources and materials. Articulates the program to the Board of Education, staff, parents, and community. Supervises assigned staff and establishes procedures for team operations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in curriculum development, professional development, instruction, and assessing program needs in the assigned instructional specialty area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration of curriculum, assessment, instruction, policy, student achievement data, and federal and state laws related to curriculum, assessment, instruction, and professional development. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of comprehensive program development and monitoring, grant writing, and current educational research and theory. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Knowledge of effective practices for instruction to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with principals, staff, and parents, as well as state and national colleagues to implement and monitor the instructional program in diverse school settings. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent of schools and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in curriculum, assessment, instruction or supervision, and administration; Five years outstanding elementary teaching and current experience with elementary curriculum and instruction. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and/or professional development desirable. Experience in data analysis of student achievement and grant writing desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, professional development, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland Certification requirements for supervisors and principals or Administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads the development and implementation of the elementary integrated curriculum instructional program to address local, state, and federal mandates and priorities.
Plans and manages curricular and instructional improvements and disseminates information about successful practices. Facilitates the development of new and revised countywide assessments.
Reviews best practices, recent literature, and research studies and reports related to integrated curriculum, assessments, and professional development. Evaluates findings and suggests changes or modifications to improve the program and applies information/results of research and studies.
Leads the development of integrated curriculum, assessments, and professional development to support instructional program in schools and student achievement on national, state and local assessments.
Participates in countywide meetings of administrators, teachers, and support professionals to share information on the development and implementation of the integrated curriculum, assessments, and professional development and to gather feedback to improve the program.
Supports schools in implementation of program.
Analyzes student achievement data to improve instruction, curriculum, assessments, professional development, and instructional materials.
Provides leadership in the design and delivery of professional development activities for principals, teachers, and support professionals to promote innovative teaching approaches and techniques.
Works with central services instructional specialists and school staff in monitoring and evaluating implementation of the program; advises school-based administrators, teacher leaders, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to the program.
Collects data and prepares responses to requests for information; articulates the program to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques related to the program; maintains liaison with groups or individuals who influence the quality or direction of the instructional program.
Plans and coordinates activities that involve parents, community, and higher education partners in support of the program development, implementation, and evaluation.
Prepares required reports and annual budget requests; manages expenditures and accounts for program activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.
Collaborates with other MCPS offices, departments, and school-based staff.
Participates in interviewing, and hiring.
Under direction performs other duties as assigned.
