WORKING TITLE: Supervisor, Pre-K/Head Start, Division of Title Supervisor, Pre-K/Head Start, Division of Early Childhood and Title I Programs and Recovery Funds (DECTIRF) GRADE: O MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the DECTIRF, provides leadership and supervision for pre-K/Head Start programs, operations, and program staff members. Develops, writes, and edits federal and state grant proposals; assumes responsibility for grant oversight; budget management; and coordination with schools and various countywide private and governmental entities/officials. Monitors implementation of pre-K/Head Start curriculum, assessment, instruction and professional development; and system-wide enactment of federal, state, and local early childhood mandates and requirements, including the Head Start Performance Standards. Supports the alignment of the school improvement process and parent involvement for pre-K/Head Start, and assists in the transition to kindergarten. Supervises local and federal audits and other evaluative processes; state and local reporting, and review and development of policy recommendations and regulatory processes; manages the pre-K/Head Start registration and enrollment process; represents Montgomery County Public Schools (MCPS) and the DECTIRF on state and local committees and work groups; prepares correspondence and memoranda; and responds to public and parent inquiries. Leads the coordination and collaboration of the Blueprint for Maryland's Future - Pillar 1, the Maryland State Department of Education (MSDE) funded pre-K Expansion Program (school and community based) and other Montgomery County pre-K expansion initiatives. Works in conjunction with other MCPS offices to support student achievement. Provides leadership and engages all stakeholders, including schools, parents, and the community, in support of school readiness and equitable practices that support young diverse learners in Montgomery County.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective early childhood programs and services for children birth to Grade 2. Knowledge of current research and trends in early childhood education, the Blueprint for Maryland's Future - Pillar 1, and the Federal Head Start Performance standards, with special emphasis on developmentally appropriate culturally competent curriculum, instructional practices, and assessment. Ability to work effectively with principals and teachers to support the implementation of high quality early childhood programs that focuses on children impacted by poverty, mobility, English Learners, and children with a disability. Knowledge of grant writing; ability to work collaboratively with federal, state, and local agencies; and support budget management for early childhood programs. Ability to co-plan and develop training sessions in collaboration with other departments and agencies to support on-going professional development for staff. Excellent oral and written communication skills; cultural competency; and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in early childhood, elementary education, school administration and supervision, or related field. Five or more years of experience in teaching and/or administration with diverse populations in public schools with primary-age children, pre-K-2. Course work or training in staff development, supervision, curriculum development and instruction desirable. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. Documented experience in developing programs, planning parent outreach activities, aligning curriculum with best practices, working with principals and early childhood staff, and leading staff development initiatives.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets State of Maryland certification requirements for Administrator I. Completed Observing and Analyzing Teaching I and II or within one year of the position start date. Certified as a Classroom Assessment Scoring System (CLASS) observer or must receive certification in CLASS within six months of hire date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) May need to lift up to 25 pounds as required by the responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening meetings and night work required to meet deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership for pre-K/Head Start programs, and uses knowledge of the Head Start Performance Standards to monitor program implementation and alignment.

Manages the early entrance to pre-K process when necessary.

Supervises pre-K/Head Start central office staff and assists with the supervision of Title I instructional specialists.

Consults with the Title I unit to support school improvement efforts in pre-K/Head Start programs.

Collaborates with the Title I unit to coordinate the transition from pre-K/Head Start to a Title I program.

Leads technical support for state program accreditation and Head Start Federal reviews.

Utilizes various data platforms to monitor student progress and make data-informed decisions toward student achievement.

Reviews curriculum for pre-K/Head Start in collaboration with elementary curriculum team and ensures alignment with early childhood initiatives and best practices.

Works with principals, teachers, and support staff of pre-K/Head Start schools to build and ensure effective program implementation.

Plans and leads staff development activities for professional and support staff.

Monitors implementation of policies and regulations that impact pre-K/Head Start programs.

Develops grant applications and works with federal, state, and local funding sources.

Manages the budget, personnel and facilities issues related to pre-K/Head Start programs.

Develops and implements parent outreach programs.

Collaborates with federal, state, and local agencies that focus on early childhood and pre-K initiatives.

Collects and analyzes data related to pre-K/Head

Start programs and student learning and adjusts curriculum and staff development activities.

Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and knowledge of the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS).
