SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Department of Special Education Services (DSES), the area special education supervisor is responsible for the implementation and monitoring of the Individuals with Disabilities Education Act (IDEA) in their assigned schools in accordance with federal/state regulations to provide services for students with disabilities; works collaboratively with other special education staff members in the Office of Special Education (OSE) and the Office of School Support and Improvement (OTLS-SSI); collaborates with other central offices and schools to ensure all leaders and leadership teams are prepared to provide services for students with disabilities; supports and monitors schools teams with the implementation of federal, state, and local policies and procedures related to students with disabilities in connection to the School Improvement Plan; monitors and analyzes a range of data related to the achievement of students with disabilities such as academic achievement, attendance, behavior, disproportionality, suspensions, and least restrictive environment. Coaches school-based teams to ensure success for every student communicating best practices and Professional Learning Opportunities (PLOs) related to academic achievement, social emotional success, equity, and access for the diverse population of students with disabilities. Models and coaches schools in the use of Montgomery County Public Schools (MCPS) data tools to monitor academic achievement and social emotional success of students with disabilities. Ensures the provision of specialized instruction and related services for students with disabilities. Develops, writes, coordinates, and monitors federal and state grant proposals. Collaborates with systemwide stakeholders related to the implementation of Grade kindergarten (K) to 12 curriculum, assessment, instruction, and professional learning through the lens of the diverse range of students with disabilities. Promotes parent/guardian involvement in the IEP process in a variety of ways such as the transition to elementary, middle, high, and special schools services.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and MCPS policies and procedures regarding the instruction of students with disabilities and the continuum of service delivery models; knowledge of the MCPS k¿12 curriculum; working knowledge of the Maryland Online Individualized Education Program (MOIEP) tool; ability to access and analyze a range of data related to the Evidence of Learning (EOL) framework using MCPS data monitoring tools; considerable knowledge related to best practices in specialized instruction, curriculum, assessment, behavior, accommodations, supplementary aids and services, co-teaching, to promote inclusive practices and opportunities for students with disabilities in the least restrictive environment; the ability to work collaboratively with MCPS staff members, community partners, parents/guardians, and students with cultural competence throughout the entire special education process; excellent organizational, managerial, technological skills (i.e., Canvas, Google Suite, MS Office Suite, Zoom, etc); competence in observing, evaluating, supervising, and coaching a range of staff members (SEIU, MCEA, and MCAAP/MCBOA); excellent oral and written communication and time/document management skills; the independent ability establish priorities, organize resources, problem solve, and seek appropriate resources and consultation from other staff members as necessary; and a commitment to ongoing professional learning.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education or related field; five years or more teaching experience serving students with disabilities across a range of ages and service delivery models; administrative and/or supervisory experience, preferably in public schools; three or more years of experience consulting and providing technical support in the field of special education to school-teams and planning, implementing and evaluating professional learning opportunities; other combinations of applicable education, training, and experience, which demonstrate the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor or Administrator I. Certification in special education or a related field. Completion of Observing and Analyzing Teaching (OAT) 1 is required; completion of OAT 2 preferred or the ability to obtain OAT 2 within 12 months of hire in this position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the associate superintendent, OSE; the associate superintendents in OTLS-SSI; and the DSES director to ensure the provision of services for students with disabilities within comprehensive and special school settings.

Supervises and evaluates special education instructional specialists and itinerant resource teachers.

Receives and responds to requests from principals and school-based staff members for support regarding the identification, evaluation, and placement of students with disabilities.

Communicates and collaborates with staff members in the Appeals/Transfer Unit.

Works closely with school-based and central services staff members and parents/guardians to identify appropriate academic and social emotional interventions and strategies to improve the outcomes of students with disabilities.

Recommends strategies and resources for students with disabilities who are repeatedly suspended, recommended for expulsion, court adjudicated, or unsuccessful in comprehensive and special school settings.

Works cooperatively with school administrators, parents/guardians, teachers, related service providers, and DSES staff members during Individualized Education Program (IEP) team meetings.

Supports schools, parents/guardians, and community efforts to improve the graduation rate of students with disabilities.

Accesses and analyzes student achievement data to inform academic and
social-emotional decision making for students with disabilities related to systemwide priorities.

Collects, monitors, and analyzes data related to disciplinary actions of students with disabilities.

Participates on Central IEP meetings.

Conducts professional development activities for OTLS-SSI and school-based staff members.

Responds to and prepares written correspondence to principals, parents/guardians, and community members at-large regarding the provision of special education services.

Reviews and provides input pertaining to the student transfer process.

Assures that staff members, principals, and teachers are informed of changes in special education laws, regulations, and policies.

Represents DSES and OSE on local and state committees.

Collaborates with other MCPS offices to support the effective and consistent implementation of the Educational Management Team (EMT) process, Positive Behavioral Interventions and Supports (PBIS), Multi-Tiered Systems of Support (MTSS) and IEP processes and procedures.

Provides MOIEP training and expertise to OTLS-SSI and schools.

Participates actively as a member of the leadership team of the OSE associate superintendent.

Provides leadership for school-based special education programs and uses knowledge of the Maryland State Performance Standards to monitor program implementation and alignment.

Manages the transition to elementary, middle, and high schools as well as special education schools and programs.

Collaborates with the Division of Business, Fiscal and Information Systems to determine the appropriate special education budget and staffing allocations including the identification and monitoring of critical staffing allocations.

Supports the monitoring and implementation Medical Assistance Program documentation.

Implements the hiring of staff members and the monitoring of staff members and students in the Extended School Year program.

Reviews curriculum in collaboration with elementary and secondary curriculum teams and ensures alignment with special education initiatives and best practices.

Collaborates with principals, teachers, and supporting staff members to build and ensure effective program implementation.

Plans, facilitates, and evaluates PLOs for a range of MCPS staff members.

Monitors the implementation of policies and regulations that impact special education service delivery models.

Develops and monitors grant applications and collaborates with federal, state, and local stakeholders.

Develops and implements parent/guardian outreach programs.

Collaborates with other OSE offices, such as the Resolution and Compliance Unit and the Central Placement Unit.

Knowledge and application of the six leadership standards that have been established for MCAAP/MCBOA and knowledge of MCPS Teacher Professional Growth System and the supporting services Professional Growth System.

Performs related duties consistent with the scope and intent of the position.
