SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, administers magnet programs, including dissemination efforts, to ensure continued guidance and leadership for center and magnet programs. Coordinates other gifted and talented programs and services, K-12, as well as support for teacher professional development for differentiation to ensure rigorous programs and services for students. Supervises staff working on gifted and talented programs and services including teacher specialists, magnet coordinators, and teachers of the gifted. Analyzes and evaluates center and magnet programs, school level honors and gifted/talented programs, and provides support for policies and procedures for the implementation of the programs. Makes recommendations to appropriate school and central office staff regarding magnet or gifted talented personnel, program and budget.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of curriculum and instructional programs and assessment with the ability to provide leadership for programs that provide rigor and challenge across the instructional continuum. Knowledge of legislation, regulations, and practices governing selection of students for special programs. Thorough working knowledge of MCPS Gifted and Talented policies, as well as national trends regarding magnet programs; innovative programs or approaches; gifted and talented, honors, and other programs. Thorough knowledge of and experience working in the International Baccalaureate (IB) Diploma Programme, Middle Years Programme (MYP), and Primary Year Programme (PYP) preferred. Ability to work collaboratively with principals, magnet coordinators, teachers, counselors, parents, and others in the development of effective magnet and gifted programs and in the resolution of problems associated with these programs. Ability to use technology in curriculum to support and extend instruction and to facilitate communication. Ability to draft, edit, and compile reports for systemwide use. Excellent oral and written communication skills and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in education from an accredited college or university with specialization and course work in curriculum, administration, or education of the gifted. At least five years of outstanding experience as a classroom teacher with students of varying abilities including the highly able. Experience designing curriculum, planning and conducting training, and organizing resources to address education of the gifted. Thorough knowledge of and experience working in the International Baccalaureate (IB) Diploma Programme, Middle Years Programme (MYP), and Primary Years Programme preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal or administrator I.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates, monitors, and evaluates work of staff within the division to maximize services to MCPS.

Works with the Office of Teaching, Learning, and Schools staff to interpret and disseminate school-based honors and gifted and talented programs, magnet programs, and International Baccalaureate programs.

Works with principals of schools with Center and Magnet Programs and other principals in monitoring quality and needs of services.

Works with staff in the Department of College and Career Readiness and Districtwide Programs and the Department of English Learners and Multilingual Education to ensure a coordinated effort in serving schools.

Plans professional development opportunities designed to maintain and improve skills and to expand knowledge of teachers in differentiation, innovative approaches, and magnet concepts.

Assists the director of the Division of Accelerated and Enriched Instruction Unit in providing recommendations to appropriate school and central office staff regarding personnel, program development and implementation, and budget needs.

Supervises and supports instructional specialists, magnet coordinators, and teachers of the gifted.

Implements research-based practices that support the mitigation of learning disruption as a result of the COVID-19 pandemic.
