SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Human Resources and Talent Management, in the Department of Talent Acquisition, the Staffing Coordinator serves as a member of the cross functional team and coordinates staffing and hiring activities to ensure the assigned schools are properly staffed with professional/teacher and supporting services positions. The coordinator collaborates with cross-functional team members, creates and implements strategies, which involve identifying staffing needs and establishing a plan of action for the schools assigned to the cross-functional team. The cross-functional team model fosters a collaborative, interdisciplinary approach to school support, ensuring instructional strategies are aligned with student needs and school goals. Team members are expected to engage in shared problem-solving, data analysis, and instructional planning, while providing coordinated and responsive support to schools. Must be flexible, proactive, and collaborative, ensuring equitable access to high-quality instruction for all students. Manages issues related to screening, selection, hiring, transfers, assignments, and dismissals within the schools assigned. Assists the assistant director of Staffing in providing leadership, supervision, and evaluation for staffing assistants. Reviews and supports day-to-day staffing operations for the area assigned. Ensures equity and excellence in the hiring of all staff, and promoting fair and equitable human resources practices in the selection, promotion, and assignment processes. PHYSICAL DEMANDS: Lifting of recruitment materials, 15-25 pounds. SPECIAL REQUIREMENTS: Ability to work extended hours, including evening/weekend meetings and events. Limited use of leave especially during the months of March-September due to the recruitment and hiring season calendars.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of local, state, and federal laws, rules, and regulations related to human capital management and Maryland State Department of Education (MSDE) certification requirements for teachers and professional staff; ability to strategically build a highly qualified workforce that positively impacts the overall management of the school system. Knowledge of Montgomery County Education Association (MCEA), Montgomery County Association of Administrators and Principals and Montgomery County Business and Operations Administrators (MCAAP/MCBOA), and Service Employees International Union (SEIU) Local 500 agreements. Demonstrated ability to lead, organize, manage, and work collaboratively within a team. Excellent interviewing, interpersonal, oral and written communication skills. Effectively uses data to monitor progress toward achieving organizational effectiveness and system wide goals. Ability to operate individually, employ solid decision-making skills, as well as develop and maintain highly effective internal and external relationships. Demonstrated ability to multi-task and prioritize daily tasks. Ability to establish, monitor, and present quarterly and yearly HR metrics specific to hiring goals. Knowledge of the Professional Growth Systems (PGS) established for the MCAAP/MCBOA, Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services Professional Growth System (SSPGS). Demonstrated ability to supervise and evaluate staff and implement the appropriate PGS performance standards.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration. Five years or more experience in a supervisory, leadership, or management position in a K through 12 school system, preferably within MCPS.Three years or more experience in building effective teams that establish, monitor, and work toward quarterly and yearly goals. Considerable experience with the analysis and the use of data to inform practice. Three years or more of experience working in a human resources office, performing staff recruitment, selection, and assignment. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Advanced Professional Teaching Certification with an Administrator I endorsement. Completed Observation and Analysis of Teaching (OAT) I or would complete OAT within one year of hire into the position.

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the core job elements.)Analyzes human resources metrics to establish systemwide and worksite hiring goals to support the hiring, transfer, and placement of qualified and diverse employees.Responsible for structuring, coordinating, and monitoring all pre-screening processes for teacher, supporting services, and temporary staff that are in alignment with local, state and national human resources laws, policies, and procedures.Coordinates bi-weekly pre-screening job fairs for teacher and supporting services level staff as well as substitute teachers.Coordinates screening and hiring processes, including: reviewing employment applications and interviews applicants to determine qualifications; evaluating applicants' qualifications in accordance with established procedures and applicable laws and refers those best qualified for interviews; monitoring the number of qualified applicants in area(s) of functional responsibility and recommends recruitment action; and ensuring that vacant positions in area(s) of responsibility are staffed on a timely basis with qualified applicants.Counsels employees on matters such as promotion, career interests, MCPS regulations, policies, and special problems.Maintains regular contact with administrators or supervisors in area(s) of responsibility to accomplish necessary staffing and related personnel services; and performs detailed analysis of staffing allocations for principals and other administrators and advises on allocation usage and staffing.Handles and participates in personnel matters relative to the following: preparing recommendations for resolution of personnel issues, and performing related activities such as presenting at and attending appeals of disciplinary actions; attending and testifying at state unemployment hearings; and preparing written recommendations, reports, and analyses on a variety of personnel matters such as employment discrimination complaints, balanced staffing, policies and procedures, applicant/staffing status, recruitment approaches and results, and abolishment of positions.Provides interpretation of MCPS regulations, policies, procedures, and applicable law to administrators, applicants, grievants, and others.Processes a broad range of personnel transactions relating to promotions, demotions, reassignments, voluntary/involuntary transfers, position modifications, and related actions.Participates, as required, in recruitment activity such as career day programs and college/university interviewing.Supports SEIU new employee orientation program.Collaborates with members of the assigned cross-functional team relative to ensure the effective and proper staffing at schools; and serves as a subject matter expert as a team member.Leads daily staffing activities for the assigned area to support effective human capital practices for the school system, including setting hiring goals, articulating best practices, and creating effective interview and selection processes.Supervises, evaluates, oversees and assigns work to staffing assistants.Collaborates with cross-functional team members to support effective human capital management processes to support existing and future instructional programs.Collaborates with the Workforce Development and Recruiting Team to coordinate and create direct pathways for screening and selection of candidates; collaborates with team members in Certification and Continuing Education to ensure MSDE certification requirements are met.Actively promotes the use of technology for staffing processes, leads the effort to develop tools, and collects data for long range planning.Utilizes metrics and analytics to assess, report and deliver critical data related to an employee’s life cycle to key leaders and stakeholders across the district.Analyzes data directly associated with recruitment, staffing, and certification that support hiring of staff, specifically diverse candidates.Oversees the Department of Staffing website ensuring it is easily accessible and provides candidates, employees, and hiring managers with attractive, realistic, informative, and simplistic information.Implements effective data monitoring systems throughout the hiring season to ensure the attainment of yearly hiring season goals and assesses the yields from interview fairs.Works cooperatively with all district leadership to ensure effective processes are being implemented in screening, interviewing, and hiring professional, supporting services, and substitute personnel.Facilitates the efficient assignment of personnel as well as structures and manages the employee transfer process.Implements the components of the three negotiated agreements that are in direct alignment with the hiring and transfer process.Represents the director of Staffing and Division of Human Resources and Talent Management when requested to do so.Performs related duties consistent with the scope and intent of the position.
