WORKING TITLE: Coordinator, Title I GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists with the implementation of Title I of the Elementary and Secondary Education Act (ESEA) Every Student Succeeds Act (ESSA) of 2015. Primary responsibilities include coordinating extended learning programs in Title I schools, collaborating with school-based and central office staff members to meet districtwide and school-level parent involvement requirements, and ensuring compliance in Title I programs serving homeless children and youth, nonpublic students, and neglected and delinquent students. Works closely with other MCPS divisions to enhance understanding of current ESEA requirements, ensure compliance in the implementation of ESEA, and develop systems for evaluation and monitoring of extended learning programs parent engagement activities and Title I programs. Using available data, works in conjunction with the offices of Special Education, Student Services, Shared Accountability, Curriculum and Instructional Programs, Chief Technology Officer, Chief Operating Officer, School Support and Improvement, and other MCPS offices to support student achievement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and administration, policies and procedures, goals and priorities, assessment programs, and state and federal regulations, particularly Title I, Part A of ESEA. Knowledge of evidenced-based instructional methods as required by ESSA. Extensive knowledge of current research of school improvement practices and methods for raising student achievement. Ability to work effectively with central office administrators, school-based administrators, teachers, instructional specialists, and support staff members to implement, monitor, and evaluate extended learning programs. Excellent planning, organizational, management, and oral and written communication skills. Ability to prepare grants, reports, papers, and presentations that include effective data displays and analysis of progress. Outstanding teaching and leadership required, including assessing program needs, professional learning, and program implementation.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Five years outstanding teaching or related experience required. Administrative or supervisory experiences desirable. Demonstrated leadership and broad experience working effectively with diverse staff. Successful experience in working with Title I programs and in implementing regulations, completing programs, evaluations, or providing technical assistance. Experience with using technology to prepare reports and presentations. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for administrators and principals or Administrator 1.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended-day work required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works in conjunction with various school system departments to implement requirements of Title I.

Assists in coordination of Title I district level parent involvement activities and collaborates with the Division of Student, Family, and School Services.

Assists in the collection of Title I documentation for various activities.

Manages the development and implementation of extended-day and extended-learning programs for Title I schools.

Collaborates with other MCPS offices and departments to facilitate the development and implementation of programs.

Collaborates with other offices to monitor the effectiveness of new and reviewed programs.

Maintains current knowledge regarding ongoing requirements of related federal and state legislation.

Reviews research, studies, and reports. Evaluates findings and suggests changes/modifications to improve existing practices.

Collaborates with CIP staff members to design and deliver professional learning that promotes an effective instructional program in Title I schools.

Reviews student achievement data and visits schools to assess effectiveness of funded programs in supporting high levels of student achievement in identified schools and uses data to complete required reports.

Provides input for new programs and assists with development of related policies.

Serves on various committees and acts as a liaison to MCPS offices as needed.

Completes required reports and participates in local, state, and federal evaluations.

Performs related work as required.
