SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, Department of Student Services, is responsible for the coordination and facilitation of a comprehensive Interim Instructional Services (IIS), Home and Hospital Teaching (HHT) program of studies, and Home Schooling; facilitates communication and program development for IIS/HHT; assists with the coordination of instruction with Montgomery County Public Schools (MCPS) offices; supervises IIS/HHT professional and supporting services staff members; implements the professional growth system (e.g., designs and delivers professional development; conducts formal and informal observations; writes improvement plans for underperforming employees; supervises employee performance and completes performance evaluations). Works collaboratively with IIS/HHT and Home Schooling staff members to ensure a high-quality program that supports the strategic plans for the Office of Special Education and Student Services (OSESS), the Department of Student Services (DSS), and for MCPS; represents IIS/HHT and Home Schooling staff members on collaboration teams; screens, interviews, and recommends candidates for employment; and helps manage the daily operations of IIS/HHT and Home Schooling; monitors and authorizes purchase of materials, supplies, and equipment; ensures the accuracy of databases for IIS/HHT and Home Schooling; responds to and resolves issues and complaints; and represents the director and/or department in DSS and MCPS meetings and meetings sponsored by Montgomery County, the Maryland State Department of Education (MSDE), county agencies, and other community providers. Gathers information needed for administrative decision making; prepares correspondence and reports; and carries out directives to support IIS/HHT and Home Schooling.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrates leadership and ability to effectively manage projects; outstanding human relations and conflict resolution skills; strong oral and written communication skills; and the ability to respond to direction and implement actions with limited supervision. Possesses expert knowledge of curriculum and instruction, including digital instructional and relevant technology; federal and state laws and regulations relevant to IIS/HHT and Home Schooling (e.g., Individuals with Disabilities Education Act; Section 504; MSDE Regulation COMAR 13A.10.01.01); and MCPS regulations and Montgomery County Board of Education (BOE) policies regarding IIS/HHT and Home Schooling. The position requires knowledge of the MCPS Teacher Professional Growth System and the performance standards identified for supporting services professionals. Exercises initiative and effectively represents the director and positions of OSESS and DSS. Ability to manage and complete multiple assignments while remaining calm under pressure. Ability to utilize a variety of MCPS technological applications and databases. .
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in education or related field such as special education, school counseling, curriculum and instruction. A minimum of five years of experience working as an educational leader (resource teacher, staff development teacher, curriculum specialist, etc.). Experience as an educational administrator is required. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Experience in counseling, student services, or other related areas preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal, or Administrator I and coursework in general education, counseling, and/or student services. Meets Maryland certification requirements for Administrator I and in the assigned discipline. Completion of OAT I or II, or completion within one year of the position start date.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. Works with other MCPS units, divisions, and departments to support Home Schooling requirements and protocols and to ensure and implement effective instructional venues that meet the needs of IIS/HHT students and families.

Screens and hires IIS/HHT teachers.

Plans for and conducts staff meetings, professional development, training, steering committee meetings, and related activities for IIS/HHT and Home Schooling.4. Has the knowledge to effectively integrate technology into the delivery, evaluation, and monitoring of IIS/HHT services.

Stays abreast of current research and development of successful IIS/HHT programs, trends, and innovations.

Implements the MCPS Professional Growths system with fidelity.

Facilitates communication among IIS/HHT, Home Schooling, and other MCPS units, associations, school staff members, community organizations and agencies, and parents/guardians regarding IIS/HHT services and Home Schooling protocols.

Prepares written communication related to IIS/HHT services and Home Schooling requirements.

Responds to inquiries regarding IIS/HHT and Home Schooling.

Coordinates and ensures the implementation of appropriate protocols and supports for Home Schooling.

Assists with the preparation of the annual operating budget request and with financial monitoring of accounts.

Assists in the preparation, analysis, and creation of data and subsequent reports.

Participates in preparing correspondence, documents, regulations, and policies.

Assists the department in implementing BOE actions pertinent to the operation of the unit.

Assists the department in implementing the strategic plan for OSESS, DSS, and MCPS.

Plans and coordinates IIS/HHT conferences, workshops, and/or in-services and Home Schooling program reviews.

Acts as a resource to MCPS staff members for referral and interagency information.

Coordinates with unit directors, supervisors, and coordinators, and other staff members to ensure effective program delivery.

Screens, interviews, and recommends candidates for employment.

Understands and applies principles of performance evaluation and professional growth standards for employees.
Performs related duties consistent with the scope and intent of the position.
