SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and provides leadership in planning and implementation of various college and career readiness programs and curriculum based on national, state, local and industry standards. Assesses program needs, develops and implements staff development activities, plans and supports management and the development and revision of curriculum and course codes. Facilitates, collaborates, and provides leadership on Carl D. Perkins grants, supports staff development training and career program initiatives for central and local schools staffs, community stakeholders and organizations. Reviews and monitors data, and the implementation of career programs to maintain continuous improvement. Provides leadership and guidance on facilities issues, purchasing, state monitoring visits and career program compliance reviews. Interprets programs and initiatives within the school system structure, the business and corporate community, higher education and in state meetings. Supports strategic planning processes and serves as project manager for various college and career readiness initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of national, state, & local educational policy, equity and educational principles and practices, career readiness programs, management, monitoring, grant writing, current system initiatives and data platforms. Knowledge of trends in college and career readiness programs, course development and structure, and implementation of programs in comprehensive high schools, and specialized high schools. Skills in project management, strategic planning, and data analysis. Excellent oral/written communications, interpersonal skills, technology application skills, and time management skills. Ability to manage and assess program needs and budgets, supports instructional leadership, and create data charts and evaluation reports. Ability to collaborate with internal and external stakeholders and articulate career readiness program goals.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in areas of curriculum, career education, and administration and supervision certification. Considerable experience leading efforts that support systematic change, providing leadership in planning and implementing district initiatives, managing career and technical education programs of study and/or career readiness programs, Perkins grant, and various projects. Proven record of leadership that builds student achievement. Considerable experience as a classroom teacher, resource or interdisciplinary resource teacher, administrator or other combinations of applicable education, training, and experiences that provides the knowledge, abilities, and skills necessary to perform effectively in the position. Considerable classroom experiences as a CTE instructor and/or career readiness program manager, working with a diverse student population and the business/corporate community, as well as state stakeholders, and planning & delivering training.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisors and principals/administrator I
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the position.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required to attend evening Board of Education meetings or conduct an evening or weekend meeting.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Uses project management skills to plan and monitor projects, and design processes that increases efficiency in programmatic management and implementation.

Maintains an expertise regarding ongoing and new program development, and innovative practices.

Reviews best practices, recent literature, and research of labor markets and innovative educational and workforce trends.

Stays current in use of technology tools and knowledge of current educational theory, labor markets, instruction, and staff development trends.

Develops and facilitates countywide meetings for central and/or school based staff on career readiness programs.

Supports program development and implementation of various career readiness programs to the broader school and business/corporate community.

Provides leadership in design, coordination and delivery of professional development and program implementation.

Advises principals, resource teachers, and classroom teachers to support program of study implementation, instruction, monitoring, and evaluations.

Supports the evaluation and selection of instructional materials.

Coordinates new program development and upgrading of current curriculum in various content areas based on national, state and local standards, and industry skills.

Utilizes current assessment measures and data collection systems to determine effectiveness of programs.

Solidifies partnerships with business/industry representatives to ensure career readiness programs meet industry standards and reflect current practices, procedures, and workforce needs.

Assists with the development of annual plans, budgets, district, and state reports.

Works closely across offices to support the development addition and deletion of course codes.

Collects data and prepares responses to requests for information.

Works collaboratively with school administrators to address programmatic and/or instructional concerns.

Collaborates with office team, across offices, school staff, and community partners on processes to implement and review programs.

Participates in state and local meetings and work groups that foster career and technical education and career readiness outcomes.

Provides leadership in the development, writing, management, and evaluation of grants and state monitoring visits.

Works with industry leaders and postsecondary education colleagues to strengthen partnerships, dual enrollment options, and articulation agreements.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
