SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the ESOL director in providingÿadministrative and supervisory support to the ESOL parent outreach and counseling priority schools program, as well as extended school year and extended school day programs for ESOL students and families. Provides administrative and supervisory support for non-public schools administering an ESOL program under Title III of the No Child Left Behind Act of 2001 and supports the director in the design and administration of special programs to immigrant families.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective ESOL programs, pre-K-12. Knowledge of federal, state, and local legislation dealing with limited English proficiency students. Ability to analyze and interpret ESOL parent outreach and counseling data and assist the director in incorporating strategies to align the ESOL parent outreach and counseling programs to support the academic achievement of ESOL students. Knowledge of training and development strategies to assist ESOL staff in providing effective parent outreach and counseling services. Ability to work collaboratively with federal, state, and local agencies focused on initiatives for limited English proficiency and immigrant students. Excellent communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in ESOL or related field. At least three years of teaching experience, as well as effective administration and/or supervisory experiences required. Demonstrated experience in data collection and reporting processes for ESOL parent outreach or counseling programs preferred. Demonstrated experience in providing parent outreach or counseling services to ESOL and/or immigrant students and families required. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland certification requirements for Administrator I.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening work required to meet deadlines or attend Board of Education, committees, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership to ESOL parent outreach and counseling staff to support the priority schools program.

Provides school-based supervision of ESOL parent outreach and counseling services under the priority schools program.

Works with principals and central office staff to provide extended school day and extended school year opportunities for ESOL and immigrant students.

Organizes and provides meaningful consultation meetings for non-public schools.

Evaluates the effectiveness of non-public school programs funded under Title III.

Works with the achievement specialist to coordinate data collection requirements for non-public schools.

Plans and leads staff development activities for the ESOL parent outreach and counseling teams.

Supervises the collection and analysis of data related to the priority schools program and makes recommendations for needed adjustments to assignments or services to meet the needs of ESOL students.

Reviews the performance of ESOL parent outreach and counseling staff.

Supports the Office of Curriculum and Instructional Programs to plan and implement initiatives that support Our Call to Action: The Pursuit of
Excellence strategic plan initiatives for ESOL/Bilingual Programs.

Performs related work as required.
