SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and provides leadership for countywide curriculum and instructional program, planning and development in art, theatre, and dance. Provides leadership and in-service training for administrators, specialists, and teachers. Keeps abreast of national and state trends in areas of speciality and confers with school staffs to obtain information for essential program improvements. Leads program evaluation in the assigned disciplines and directs evaluation and selection of textbooks, instructional materials, and equipment in areas of specialty. Interprets the program for members of the Board of Education (BOE), staff, and community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, practices, and procedures in program development, staff training, instruction, and assessing program needs in the assigned instructional specialty areas. Thorough knowledge of Montgomery County Public School (MCPS) organization and administration, Success for Every Student (SES), Program of Studies, Policies, Maryland State Department of Education (MSDE) and Maryland School Performance Assessment Program (MSPAP) outcomes, and federal and state laws related to instructional responsibility. Extensive knowledge of comprehensive program development, test development and grant writing, as well as current research and theory in the assigned disciplines, including cognitive strategies, integrated curriculum, and performance assessments. Knowledge of National Council of Teachers Standards, instruction using current technology and software, curriculum development, student and program accountability. Knowledge of multicultural instructional materials and experience teaching across disciplines and with diverse populations. Ability to effectively work with principals, specialists, and teachers and state and national colleagues to implement and monitor the instructional programs in schools in a pluralistic environment. Excellent interpersonal skills, planning, organization, management, communications (oral and written). Ability to prepare papers and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in one area of responsibility and course work in curriculum, administration and supervision desirable; doctor's degree preferred. Five years recent outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum development, program implementation and staff training; or other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered. Experience in test development, integration of curricula, and grant writing desirable. Experience with computers and instructional technology applications. Experience using instructional technology to support teaching and learning, curriculum development, staff training, and program and student accountability.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for supervisors and principals or Administrator I (or administrator/supervisor coursework leading to Administrator I certification within timeframe determined by MSDE guidelines) and in the assigned discipline.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Occasional attendance at evening Board of Education, PTA ,and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages the development and revision of the instructional program in the areas of assigned responsibility to address local and state mandates and priorities.

Collaborates with other MCPS offices and departments to develop integrated curricular units and assessments.

Plans and manages pilot tests of curricular and instructional improvements and disseminates information about successful practices. Participates in the development and pilot of new and revised countywide assessments.

Keeps knowledgeable regarding on-going and new program development. Reviews recent literature and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs.

Plans and leads countywide meetings for elementary art, theatre, and dance teachers.

Provides leadership in design and delivery of in-service training activities to promote innovative teaching approaches and techniques. Provides support and guidance to in-service instructors and coordinators.

Develops and conducts workshops and in-service training. Works with specialists and school staffs in monitoring and evaluating implementation of the instructional program in the assigned area; advises principals, resource teachers and classroom teachers regarding instructionally related concerns, problems and/or adjustments to new situations/curriculum.

Supervises the evaluation and selection of textbooks, instructional materials and equipment; collaborates in developing plans for new and renovated facilities; coordinates articulation of curriculum between grade and school levels.

Develops proposals for outside funding to support program improvements.

Collects data and prepares responses to requests for information; interprets the curriculum and instructional program for the BOE, staff, parents, and community; keeps abreast of latest research, developments, and techniques in assigned area; maintains liaison with MSDE, colleges and universities, appropriate professional organizations, and other groups or individuals who influence the quality or direction of the instructional program.

Plans and coordinates activities that involves parents, community, and business sector in support of curriculum development, implementation, and evaluation.

Manages special countywide programs, including extracurricular activities related to the assigned discipline; makes presentations to interested staff and community groups.

Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.

Participates in screening, interviewing, and hiring candidates for elementary art, theatre and dance positions.

Under direction performs other duties as assigned.
