WORKING TITLE: Coordinator, Student e-Learning Program GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Provides leadership in the design, development, management, implementation and support of online learning courses and content for high school students. Assesses program needs, develops and implements staff development activities, plans and supports the development and revision of curriculum to include web-based content and web-enhanced teaching and learning. Participates in and supports state and local grants, projects, and initiatives that involve student learning through online learning opportunities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of instructional design for online learning, development, delivery, management, and implementation of online courses, content, curriculum and professional development for online teaching and student learning. Possesses excellent organizational and communication skills and a working knowledge of federal/state initiatives related to distance education. Demonstrates knowledge of web-based supervision, evaluation, and mentoring; plans and implements training; and monitors and optimizes for improved academic results. Thorough knowledge of design, system administration, management, and implementation of Learning Management Systems to support learning for students and professional development.
EDUCATION, TRAINING, AND EXPERIENCE: Outstanding teaching experience in online learning. Experience in staff development, supervision, and support for online teachers. Use of technology tools needed to develop, deliver, and manage online courses. Master's degree, or equivalent, in education from an accredited college or university. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Program Management:
* Manages instructional program, assesses program needs, and coordinates the necessary activities associated with the achievement of same.
* Designs, develops, revises, and maintains online curriculum materials and content.
* Coordinates the review, evaluation and approval of online curriculum resources, courses, and content.
* Assists MCPS departments in planning for development, implementation, and support for online learning opportunities.

2. Leadership:
* Provides vision and leadership for the eLearning program.
* Provides expertise in program and course design, development, and implementation for all aspects of the eLearning program.
* Keeps abreast of local, state, and national developments in online learning in order to affect program changes as necessitated by changes in online learning, technology, and education.
* Assists school staffs in facilitating the exchange of ideas, information, and resources.
* Interprets the instructional program to the professional staff, Curriculum Advisory Assembly, Board of Education, and the community.
* Maintains liaison with the Maryland State Department of Education (MSDE) and eLearning leadership in other counties.

3. Staff Development:
* Identifies, plans, and leads staff development opportunities to support best practices, new and revised online curriculum, and system priorities related to online learning.
* Assists individual online teachers in their professional development.
* Maintains membership and actively participates in professional organizations to maintain and improve knowledge and skills for eLearning program improvement and management.

4. Community Involvement:
* Maintains liaison with other MCPS and non-MCPS agencies that relate to the program.
* Collaborates with MSDE on initiatives related to online learning opportunities and professional development to support online teachers.
* Serves as MCPS liaison to state grants related to online learning.
* Maintains liaison with business/industry representatives in order to ensure that MCPS developed eLearning courses and content meet industry standards and reflect current practices, procedures, and technology.
* Seeks opportunities to establish relationships and collaborate with the eLearning community at local, state, and national levels.

5. Accountability:
* Organizes and coordinates a systematic procedure for developing new online course content, providing professional development, and reviewing MSDE approved courses; manages accounts related to these activities.
* Assists with the division's development of annual plans, budget, and descriptive reports.
* Coordinates the necessary activities associated with the achievement of successful program outcomes.
* Collects data and prepares responses to requests for information.

6. Division Responsibilities:
* Participates in strategic planning for the Division of Career and Technology Education.
* Sets priorities for the eLearning instructional specialist and the eLearning development specialist.
* Supports the mission of the Division of Career and Technology Education.
* Accepts and carries out responsibilities related to division priorities.
* Works cooperatively as a team member.
