SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and supports International Baccalaureate (IB) programs and Advanced Placement (AP) courses systemwide. Provides leadership and professional development for administrators, instructional specialists, teacher leaders, and support professionals. Collaborates with school-based and central office staff on implementation of IB and AP policies, procedures, curriculum and courses within the schools. Develops memos, presentations, and other products that support the implementation of IB and AP. Plans, coordinates, and facilitates department meetings. Facilitates timely delivery of products and services aligned with the Montgomery County Public Schools (MCPS) strategic plan and other system initiatives in conjunction with the missions of external partners such as IB and the College Board.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, professional learning for staff, curriculum and instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of MCPS organization and administration, policies, system priorities, and student achievement data and knowledge of national, state, and local standards, and federal and state laws related to instructional responsibility. Extensive knowledge of the IB philosophy and pedagogy and experience working with and/or teaching within an authorized IB program. Extensive knowledge of all four IB program models, Primary Years, Middle Year, Diploma Program, and Career Program. Extensive knowledge of current research and theory of instructional approaches, including differentiated instruction, cognitive strategies, integrated curriculum, and performance assessments. Extensive knowledge of AP course offerings and AP instructional programs, including exam scheduling and administration. Knowledge and experiences that support innovative approaches to new programs such as the AP Capstone program. Knowledge and experience using multiple sources of data to identify students for enrollment in IB and AP courses and experience working with external partners. Ability to lead systemwide initiatives to increase participation and performance for underrepresented student groups. Knowledge and experience of building and maintaining a program budget. Knowledge of technology to support instruction and curriculum development. Knowledge of culturally responsive instructional materials and experience teaching across disciplines and with diverse populations. Ability to effectively work with principals, specialists, teachers, and state and national colleagues to implement and monitor the instructional program in schools. Excellent planning, organization, management, communications (oral and written), and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in the area of responsibility and coursework in Pre-K to 12 curriculum. Administrative and Supervisory (A&S) certification required. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Successful leadership experiences in assessing program needs, curriculum development, program implementation, and professional learning for staff; integration of curricula, and grant writing desirable. Experience working with external partners such as IB or the College Board desired. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds a current Maryland state Administrative and Supervisory certificate. Completion of OAT I or II, or completion within one year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials/equipment to and from different training sites.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Applicants should be a certified trainer for either IB organization or the College Board.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Organize direct support to IB schools in the area of professional learning for staff, resources, and assessment management at the school and county level.

Lead support to MCPS high schools to increase participation and performance in AP and IB courses, including instructional approaches and data analysis and support.

Collaborate with external partners such as IB and the College Board to mobilize resources and support for MCPS priorities.

Lead systemwide initiatives for new programming and innovative approaches that lead to AP and IB success.

Organize and collaborate to assist school-based coordinators for IB authorization/reauthorization and program verification visits from the International Baccalaureate Organization.

Provides support to school leadership on the implementation of curriculum in alignment with the Professional Growth System based on curriculum design and walk through feedback.

Work with staff from other MCPS offices and departments to collaborate on the design, development, and implementation of innovative student and staff programs that support system initiatives and priorities.

Collect ongoing data and make recommendations for improving monitoring of AP courses and IB programs, programs for intervention, and support needs within programs to ensure alignment with the philosophy and expectations for IB and AP courses.

Collect data and prepare responses to requests for information about special programming and expansion of the IB programs; interpret special projects to the Montgomery County Board of Education, staff, parents, and community; and keep abreast of latest research, curriculum developments, and techniques related to system initiatives and priorities.

Organize and collaborate with school coordinators and principals to develop action plans in alignment with the school¿s School Improvement Plan (SIP) and the implementation of AP programs and IB coursework.

Monitor and provide feedback to coordinators on teacher training opportunities within schools and external AP or IB professional development workshops based on SIP and program goals.

Collaborate with Montgomery College and MCPS curriculum supervisors to implement AP professional learning for staff.

Collaborate with curriculum supervisors to develop practices and programs that lead to increased participation and performance in AP and IB courses for underrepresented student groups.

Monitor and provide assistance with AP and IB exam administration, including support for ongoing data analysis by subject area for each exam cycle.

Prepare required reports, correspondence, and annual budget requests; manage expenditures and accounts for IB expenditures; recommend allocation of grant funds according to the needs and best utilization; and maintain files, records, and/or expenditure controls.

Collaborate with other MCPS offices and departments, community groups, and institutions of higher education to develop grant proposals for the improvement of teaching and learning.

Communicate effectively with students, staff, administrative and supervisory personnel, parents/guardians, and community on AP courses and on the IB mission for the county.

Coordinate partnership programs and activities with community groups and colleges/universities and advocate to promote and support students¿ academic success.

Collaborate with other local school systems to foster continuous improvement in teaching and learning and to align cooperative efforts with schools and school system strategic plans.

Serve as a liaison between the IB Organization, College Board, and MCPS.

Collaborate with MSDE on funding from the Federal Government for AP/IB exams.

Performs related duties consistent with the scope and intent of the position.
