SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision of School Library Media Programs Supervisor, develops, administers, and coordinates the evaluation and selection process of instructional materials for Montgomery County Public Schools (MCPS) including print and digital library, core and supplementary instructional materials, and digital resources to support curriculum according to the MCPS strategic plan, policies, and regulations. Supervise staff; maintain MCPS instructional materials approval databases; supervise and maintain examination center of new print, non-print, and digital materials; observe and analyze the selection process used by school library media specialists; facilitate evaluation and selection meetings for print, non-print, and digital collection development for school library media specialists; facilitate evaluation and selection meetings for content supervisors as necessary; and facilitate the Citizens Request of Reconsideration of Instructional Materials process.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of: current trends in print, and digital resources Pre-K12; MCPS policies and procedures for evaluation, selection, ordering, and processing of instructional materials. Thorough working knowledge of: MCPS online financial management systems and library circulation system. Ability to work with principals, central services and school staff, library media specialists, parents, and others in the delivery of an effective evaluation, selection and approval program. Excellent human relations and oral, written, and electronic communications skills including an ability to solve problems as they arise.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in library media or information sciences with course work in curriculum development, instruction, and administration. Other combinations of applicable education and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements in school library media programs and Administrative and Supervisory certificate.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) May be required to lift up to 30 pounds to move boxes of books from time to time when working in schools on collection development or when setting up for trainings
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work required to meet deadlines, collect data and user feedback, and attend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In alignment with MCPS' core values, effectively supports acquisition of instructional and library materials, both print and digital, that are equitable and culturally responsive with the goal of ensuring universal access to all resources. Provides training to staff on how to effectively utilize these resources to ensure academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency, or disability.

Supports the functional operations and daily use of the library circulation system.

Represents School Library Media Programs on various MCPS stakeholder committees. Represents MCPS as a steering committee member of the MDK12 Library Digital Library Consortium

Works individually with school library media specialists on library media center collection analysis, organization of materials, weeding and withdrawal of materials to promote alignment with curriculum, currency, and leisure reading needs.

Facilitates quarterly collection development meetings for school library media specialists which include staff development on selection and evaluation of materials including methods of collection analysis, and information using current literature to assist in this process.

Collaborates with central services and school staffs to interpret the instructional material components of the evaluation and selection process; maintains liaison with central services staff, principals and teachers in monitoring the quality of core and supplemental instructional materials and library materials print, non-print, and digital components of the evaluation and selection process in accordance with regulation.

Coordinates the acquisition of instructional materials from vendors, publishers, and distributors, for evaluation purposes.

Develops and compiles exhibits and displays of instructional materials to meet the needs of the school system; monitors the maintenance and use of the Evaluation and Selection databases (Evaluation Procedures Imprinted on Computer (EPIC) and the Database of Accountable Evaluations (DAE) of approved materials.

Facilitates the work of content area evaluation and selection committees when asked;

Coordinates the development of lists of newly approved textbooks and instructional materials given to the Department of Materials Management for addition to the MCPS Business Hub System for ordering.

Oversees core and supplemental instructional and library material orders for compliance with MCPS policy.

Handles library and instructional materials reconsideration requests by parents or staff, following procedures outlined in MCPS regulation.

Manages the evaluation, selection, approval, and access of digital subscription products for students and staff that align with MCPS. Facilitates meetings with school library media specialists, teachers, and central services staff to select products to be purchased centrally by MCPS. Distributes access information for products purchased centrally to central services, school staff, students and parents, and for central services staff who provide staff development for the products purchased. Maintains a districtwide digital library collection of eBooks, eAudioBooks, and digital magazines.

Meets with central services content staff as needed to assist in the evaluation of the most current materials to meet the requirements of the MCPS curriculum.

Supervises and evaluates the Evaluation and Selection staff designates responsibilities and activities.

Stays informed of state and national developments; reviews recent literature, research studies, and reports; evaluates findings and suggests changes or modifications to improve existing programs, processes, and materials for school library media centers and classrooms.

Performs related work as required.
