SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director of Certification and Staffing in creating and implementing departmental plans, which involve identifying systemwide needs in relation to human capital management at the worksite and departmental needs to establish a plan of action. Shares in overseeing issues related to screening, selection, hiring, transfers, assignments, and dismissals within the organization. Assists the director of Certification and Staffing in providing leadership, supervision, and evaluation for personnel responsible for the staffing of teachers, support professionals, substitute teachers, and other temporary positions. Reviews and supports the day-to-day operations of the Department of Certification and Staffing. Ensures equity and excellence in the hiring of all staff, and promoting fair and equitable human resources practices in the selection, promotion, and assignment processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of local, state, and federal laws, rules, and regulations related to human capital management to support with strategically building a highly qualified workforce and that impacts the overall management of the school system as well as MCEA, MCAAP, and SEIU Local 500 agreements. Demonstrated ability to lead, organize, manage, and work collaboratively. Excellent interviewing, interpersonal, oral and written communication skills. Effectively uses data to monitor progress toward achieving organizational effectiveness and system wide goals. Ability to operate individually, employ solid decision-making skills, as well as develop and maintain highly effective internal and external relationships. Demonstrated ability to multi-task and prioritize daily tasks. Knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS). Demonstrated ability to supervise and evaluate staff and implement the appropriate PGS performance standards.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration. Five years or more experience in a supervisory, leadership, or management position in a K through 12 school system, preferably within MCPS. Three years or more experience in building effective teams that establish, monitor, and work toward quarterly and yearly goals. Considerable experience with the analysis and use of data to inform practice. Three years or more of experience working in a human resources office, performing staff recruitment, selection, and assignment. Ability to establish, monitor, and present quarterly and yearly HR metrics specific to hiring goals. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Federal/State Requirements: Meets Maryland requirements for certification in administration and supervision ADMIN I. OAT1 & OAT2 required or completed within the first year of employment in this position. PHR, SPHR, or other Human Resources professional certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Lifting of recruitment materials, 15-25 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including evening/weekend meetings and events. Limited use of leave especially during the months of March-September due to the recruitment and hiring season calendars.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Analyzes human resources metrics to establish systemwide and worksite hiring goals to support the hiring, transfer, and placement of qualified and diverse employees.

Responsible for structuring, coordinating, and monitoring all pre-screening processes for teacher, supporting services, and temporary staff that are in alignment with local, state and national human resources laws, policies, and procedures.

Coordinates bi-weekly pre-screening job fairs for teacher and supporting services level staff as well as substitute teachers.

Creates collaborative team structures within and among the staffing teams to support effective human capital practices for the school system, including setting hiring goals, articulating best practices, and creating effective interview and selection processes.

Collaborates with all offices in the system to support effective human capital management processes to support existing and future instructional programs.

Collaborates with the Recruitment Team to coordinate and create direct pathways for screening and selection of candidates.

Actively promotes the use of technology for staffing processes, leads the effort to develop tools, and collects data for long range planning.

Utilizes metrics and analytics to assess, report and deliver critical data related to an employee¿s life cycle to key leaders and stakeholders across the district.

Analyzes data directly associated with recruitment, staffing, and certification that support hiring of staff, specifically diverse candidates.

Coordinates, cultivates, promotes, and manages the OHRD Ambassador Program.

Oversees the Department of Certification and Staffing website ensuring it is easily accessible and provides candidates, employees, and hiring managers with attractive, realistic, informative, and simplistic information.

Implements effective data monitoring systems throughout the hiring season to ensure the attainment of yearly hiring season goals and assesses the yields from interview fairs.

Works cooperatively with all district leadership to ensure effective processes are being implemented in screening, interviewing, and hiring professional, supporting services, and substitute personnel.

Facilitates the efficient assignment of personnel as well as structures and manages the employee transfer process.

Implements the components of the three negotiated agreements that are in direct alignment with the hiring and transfer process.

Supervises the Teacher Staffing Team, Supporting Services Staffing Team, and Substitute Teaching Staffing Team.

Responsible for evaluating the Supporting Services Staffing Team, Substitute Teaching Staffing Team, and Position Management Team.

Represents the director of Certification and Staffing and Office of Human Resources and Development when requested to do so.

Performs related duties consistent with the scope and intent of the position.
