SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Director Student Well-Being and Achievement, in the Office of Teaching, Learning and Schools - Student and Family Support and Engagement (OTLS-SFSE), coordinates and provides leadership for all aspects of developing, monitoring and implementing the community schools program in the designated schools and communicating with appropriate stakeholders. Assists with the administrative management of the guidelines, budget, and reports for community schools in Montgomery County Public Schools (MCPS). Keeps abreast of national and state trends in community schools to obtain information for essential program improvements. Maintains a deep understanding of and articulates the program to staff and community. Collaborates with school-based and central office staff to ensure a high-quality program in alignment with the community schools model as developed by Maryland State Department of Education (MSDE) and MCPS, and related goals and strategies. Works with the department director to develop memos, presentations, and other products.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Understanding of community schools concept, the MCPS community schools program, and community schools guidelines and program requirements as determined by MSDE. Thorough knowledge of current educational principles related to community schools, best practices and procedures in program development, and assessing program, school, and community needs. Ability to plan, administer, coordinate, and evaluate a community schools program. Ability to work cooperatively with culturally diverse communities in developing school level programs based on needs assessment and student data. Exceptional organizational skills, and the ability to manage multiple requests from schools, offices, families, and community stakeholders effectively. Ability to provide leadership in coordinating the efforts, parents, and students into a successful experience of involvement with this unique program. Knowledge of comprehensive program development and monitoring, grant writing, and current research and theory in the assigned discipline. Ability to support and communicate with administrators and teachers implementing the program in the assigned disciplines.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Masters or Masters Equivalent (MEQ) preferred with experience in community organizing, education, health or social work, and knowledge of community-based organizations. Must be comfortable with the use of data and presenting data to small and large groups. Experience in the development of community programs that include wrap-around services for culturally diverse students and families. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening and weekend student activities, PTA and other meetings, as required. This position requires travel to various school and office locations within the school district to provide support and attend meetings. Additionally, there may be opportunities to attend national conferences or visit school system sites that are currently using the community schools model.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assists with the development of overall objectives for community schools to include: support office, district, and MSDE priorities, objectives and strategies, and implement the process and procedures for program evaluation;
2. Assesses program and school-based needs, assists with the development of annual budgets and grant reports, and coordination of programs and activities based on needs analysis and MCPS and MSDE requirements and goals.
3. Stays knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs;
4. Keeps up-to-date with Maryland legislation and regulations and MSDE requirements for community schools and related grants and state-funding and implements the development, revision and implementation as appropriate;
5. Participates in interviewing, and hiring of community schools staff and designs and provides appropriate professional development training for community schools staff;
6. Assists in the preparation of special reports, grant monitoring reports, and presentations on the community schools program and provides a comprehensive annual report outlining all of the major accomplishments;
7. Liaises and coordinates with community organizations and government agencies, including Department of Health and Human Services, and examines opportunities for collaboration with new external partners, to develop comprehensive wrap-around service model for each community school based on needs assessments; negotiates and maintains necessary MOUs between partners and the school system;
8. Collects and analyzes individual school and network level data to highlight trends, ensure continuous improvement, make data-driven decisions and recommendations;
9. Serves as a liaison between OTLS-SFSE and all stakeholders; engages in collaborative planning with principals, and community school liaisons, parents/guardians, families and community members
10. Attends meetings at schools, local and state agencies, committees, conferences, and workshops to represent MCPS and OTLS-SFSE;
11. Conducts site visits at community schools to coach and assist school coordinators; and
12. Performs other related duties as assigned.
