SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief of Teaching, Learning, and Schools, researches and assesses the training needs of all MCPS staff; procures and/or develops, implements and coordinates districtwide training for MCPS staff by providing progressive and innovative training focused on: anti-bias and anti-racism; social justice; belonging within schools; and issues concerning mental health and safety. Works collaboratively with the supervisor of safety, security and training in the Department of Systemwide Safety and Emergency Management (DSSEM) to obtain and/or administer safety and emergency preparedness and response training, and to develop and strengthen relationships with stakeholders and community partners, including the Montgomery County Police Department and community engagement officers. Works collaboratively with the Office of Human Resources and Development to coordinate professional development needed to prepare and train MCPS employees in current ideology, innovative and progressive pedagogy that aligns with the system's vision. Leads and coordinates community and student outreach; creates and leads community/student advisory boards/committees to build trust, receive feedback, hear concerns and strengthen community/student relationships, and redirects efforts to meet changing needs. Provides resources, facilitates and administers professional development and training opportunities for school administrators and school-based staff, based on the specific needs of each school community. Creates and maintains a centralized training program and/or staff development for all MCPS staff. Keeps abreast of community and student interests; current social trends and events that may impact the school community; relevant federal and state legislation and MCPS policies and regulations and assesses district training to meet current and changing needs. Regularly obtains and assesses school and student data to help inform focus of work and training needs. The position designs and maintains staff training and development to meet the immediate and long-range needs of the system and may include work with related groups. Work involves considerable contact with supervisory personnel, teaching students and employees. Training is delivered through hybrid and in-person instruction, prepared courses and materials, demonstration, and other staff development. This is a centrally based position; however, site and school visits will be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) policies and procedures, the MCPS K-12 school curriculum, and state and federal regulations and laws and adult education. Knowledge of curriculum, instruction, organizational patterns, school operations, pupil services, immigration, mental health, safety and well-being, social justice and anti-racist issues impacting schools. Ability to motivate, encourage, and work with staff to ensure outstanding performance as well as good morale. Excellent oral and written communication skills. Excellent human relations skills. Ability to work effectively with school-based administrators and staff. Ability to interact effectively with executive staff, department staff, central office and operations staff, community groups, parents, and regulators. Ability to prepare complex reports, work collegially with others, and effectively conduct large and small group meetings through in-person and virtual platforms and applications. Must be able to evaluate and understand data to assess effectiveness of training and ability to redirect efforts. Ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in supervision, educational administration, secondary school curriculum, or a closely related field. Five years of successful teaching experience; at least one of those years must be in MCPS. Three years of school-based leadership experience, assistant school administrator, or central services administrator/central services instructional specialist; resume must provide evidence. Successful completion of Observation and Analysis of Teaching I preferred. Successful completion of Observation and Analysis of Teaching II either prior to or during the first year of assignment. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I or secondary or special education principal and supervisor. Valid Driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime, as required. Ability to attend evening meetings as needed. Use of personal vehicle to conduct trainings, site visits and attend community events and meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops, as well as supports implementation and sustainment of cross-district programming centered on anti-bias and anti-racism, justice, transformation, and belonging within schools.
Elevates student, caregiver, and community voice through targeted community organizing in order to inform programming within schools, as well as strategic accountability and effectiveness measures.
Works collaboratively alongside DSSEM to ensure that training is visible in all segments of the MCPS culture around student well-being, safety and emergency preparedness.
Facilitates cross-office collaborative planning structures that ensure a transformation of pedagogy and instructional strategies that are centered in anti-bias and anti-racist philosophy and policy.
Designs and implements multi-year professional learning cycles within and across OTLS offices that elevates reflection, feedback, and action in order to cultivate a learning community that emphasizes the journey of embodying what it means to be anti-bias, anti-racist practitioners.
Engages in experiential learning and teaching cycles in order to inspire programming, structures, and policies that allow for students to facilitate their self-actualization, supporting curiosity, advocacy, and leadership.
Centers the funds of knowledge of students and staff to create and sustain well-being initiatives in alignment to culturally sustaining practices and policies.
Develops equity-centered, trauma-informed(TM) safety and security action plans that envelop the direct feedback from students and caregivers, informed by district initiatives.
Conducts ongoing community and student outreach to inform work, gather information and strengthen relationships through various avenues, including the formation of community groups and advisory boards.
Obtains, assesses and reports school and community data to inform MCPS leadership and direct the focus of the work.
Works collaboratively with the Office of Human Resources and Development to coordinate professional learning and training opportunities for staff and administrators.
Performs related work as required.
