SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief safety officer, in the Department of Systemwide Safety and Security Management (DSSEM), the safety and security training coordinator (training coordinator) is responsible for continuously assessing the learning and training needs of departmental staff, administrators and the community to create, implement, monitor, and assess the impact of a learning progression focused on the safety and security of students, staff, and school communities. Creates, administers, coordinates, monitors, assesses, and evaluates systemwide safety, emergency preparedness training and other security-related training for DSSEM staff; newly hired DSSEM employees; in-service training, safety, security, emergency preparedness, and other specialized training and provides professional learning to support the individual and district level needs. Creates and coordinates training for school and building administrators and individuals serving on the on-site emergency team (OSET). Leads and coordinates community and student outreach; creates and leads community/student advisory boards/committees to receive feedback to build and/or enhance programming. The coordinator works collaboratively with Office of Student Support and Well Being (OSSWB) and serves as a liaison between MCPS and the Montgomery County Police Department, community engagement officers (CEOs); and works collaboratively with the innovative and progressive systemwide training coordinator, to ensure that training is visible in all segments of the MCPS culture around student well-being, safety and emergency preparedness. Is responsible for emergency drill trainings, incident command training, and other professional learning for safety and security staff members. Keeps abreast of local, state and federal law; current school safety, security, and emergency preparedness concerns; required training methods, materials and best practices. Consults with MCPS training specialists, state, local, and federal school safety, security, and emergency preparedness experts; confers with the DSSEM supervisors, Office of the General Counsel; and central office administration to identify needed training; continuously evaluates, assesses effectiveness and makes necessary changes to ensure maximum effectiveness of the DSSEM professional development program. Regularly collects staff data and analyzes multiple data points to inform timely professional development topics for staff. Training is delivered through hybrid and in-person instruction, prepared courses and materials, demonstration, and other staff development. This is a centrally based position; however, site and school visits will be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) structure, policies; local, state and federal law relative to safety, security and emergency preparedness, including COMAR; and procedures related to the adult learning, safety and security, presentation/ staff development skills. Ability to assess professional growth needs of staff and security personnel to develop and implement effective training programs. Knowledge of restorative justice and restorative practices, antiracism, and equity, and ability to connect these =concepts to security and safety structures and practices. Skilled with the development of a measurable learning progression that aligns with the needs of personnel and the district. Excellent skills with the development and delivery of presentations and content for adult learners. Ability to evaluate data and effectiveness of the professional development program and individual sessions to make the necessary improvements. Knowledge of the adult learner. Skilled with facilitative processes and building consensus. Ability to effectively collaborate with county partners and engage in cross-office collaboration. Excellent oral and written communications and human relations skills. Ability to routinely utilize current technology to develop needed training. Ability to work collegially with others, and effectively conduct large and small group trainings through in-person and virtual platforms and applications. Skilled with data analysis and ability to synthesize and present data interpretations to administrative staff and other stakeholders. Must be able to evaluate and understand data to assess effectiveness of training and ability to redirect efforts.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Master's degree preferred. Experience with teaching and/or implementing restorative justice, safety and security practices and/or emergency preparedness, trauma informed practices, and culturally relevant instruction and/or leadership. Experience creating training programs, writing and/or procuring curriculum for specialized subject matter; experience presenting in a professional environment; experience creating and implementing security and/or safety related curriculum, lessons plans, or professional learning programs preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend evening meetings and ability to work beyond a 40 hour week, as needed. Travel to various sites required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops an effective safety, security, and emergency preparedness training and professional learning program and corresponding curriculum; facilitates and delivers instruction to MCPS staff members and other stakeholders through an equitable and cultural proficiency framework. Engages administration, MCPS offices and schools, community members, partners in order to identify new stakeholders; and determines and addresses their training needs. Coordinates and conducts safety and security related training through direct in-person or virtual platforms. Develops and implements a comprehensive, progressive professional development program to ensure training meets local, state and federal requirements. Ensures that stakeholders receive an effective safety, security, and emergency preparedness training program and corresponding curriculum; facilitates and delivers instruction to MCPS staff members and other stakeholders with equity and cultural proficiency. Proactively engages and collaborates with OSSWB in safety- and security- related training matters. Works in tandem with the innovative and progressive systemwide training coordinator (OTLS) to ensure that training is visible in all segments of the MCPS culture around student well-being, safety and emergency preparedness. Proactively develops, maintains and strengthens relationships and partnerships with internal and external training practitioners, including the public safety agencies, school administrators and central office leadership. Serves as liaison between MCPS and the Montgomery County Police Department, community engagement officers (CEOs) for the purposes of improving communication, partnerships and maximizing training effectiveness. Partners with and coordinates training and engagement efforts with the coordinator of innovative and progressive systemwide training to ensure staff and stakeholders are properly educated on current safety and security issues. Ensures that all instructional materials and methods are current, relevant and apply equity, cultural proficient, anti-racist and inclusion principles. Regularly and proactively communicates with the OTLS coordinator to ensure synchronized and unified efforts in training-related and other matters of shared interest. Ensures that MCPS staff members have access to professional development and other training resources and opportunities. Conducts emergency drill trainings, incident command training, and any other professional development needed or wanted by any safety and security staff member. Obtains and analyzes data, feedback and information related to training and professional development and applies appropriate improvements to increase effectiveness and participation. Collaborates with the Office of Human Resources and Development to garner interest, feedback and to promote professional development opportunities relative to safety, security and well-being of students. Attends community and stakeholder meetings as needed.
