SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director, coordinates, facilitates the delivery of and supports the National Board-Certified Teacher (NBCT) Program systemwide. Recruits, trains, and supports national board facilitators Leads the improvement and expansion of the NBCT Program by providing information and professional development opportunities for stakeholders pertaining to the NBCT Program. The NBCT coordinator serves as liaison between Montgomery County Public Schools (MCPS) and the Maryland State Department of Education (MSDE); collaborates with MSDE, school-based and central office staff and the employee associations/union to ensure compliance with the policies and procedures outlined in the Maryland Blueprint and the National Board for Professional Teaching Standards. Develops memos, presentations, and other products that support the MCPS NBCT Program. Plans, coordinates, and facilitates meetings; collects, maintains and provides data, reports, analysis, budget information and stakeholder feedback related to the NBCT Program. Facilitates timely delivery of products and services aligned with the Maryland Blueprint and MCPS strategic initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, professional learning for staff, curriculum and instruction, equitable practices, and assessment of program needs to improve teaching and learning. Thorough knowledge of MCPS organization and administration, policies, system priorities, and student achievement data and knowledge of national, state, and local standards, and federal and state laws related to instructional responsibility. Extensive knowledge of National Board-Certified Teacher (NBCT), pedagogy and experience working with and/or coordinating the scope of NBCT. Extensive knowledge of all four National Board-Certified Teacher (NBCT) program components and the Maryland Blueprint. Extensive knowledge of current research and theory of instructional approaches, including differentiated instruction, cognitive strategies, integrated curriculum, and performance assessments. Extensive knowledge of NBCT course offerings and instructional programs. Knowledge and experience using multiple sources of data to identify students for NBCT enrollment and experience working with external partners. Ability to lead systemwide initiatives to increase participation and performance for underrepresented student groups. Knowledge and experience of maintaining a program budget. Knowledge of technology to support instruction and curriculum development. Knowledge of culturally responsive instructional materials and experience facilitating across disciplines and with diverse populations. Ability to effectively work with principals, specialists, teachers, and state and national colleagues to implement and monitor the NBCT Program. Excellent planning, organization, management, communications (oral and written), and interpersonal skills. Ability to prepare papers and presentations for the superintendent and Board of Education. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of responsibility and coursework in Pre-K to 12 curriculum. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Successful leadership experiences in assessing program needs, curriculum development, program implementation, and professional learning for staff; integration of curricula, and grant writing desirable. Experience working with external partners such as MSDE, MCEA, and NBCT desired. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Completion of OAT I, OAT II (desired), or completion within one year of the position start date. NBCT desired or completion within one year.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials/equipment to and from different training sites.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Organizes direct support to NBCT teachers in the area of professional learning for staff, resources, and assessment management at the school and county level.

Leads support to MCPS schools to increase participation in NBCT courses, including providing instructional approaches and data analysis and support.

Collaborates with external partners to mobilize resources and support for MCPS teachers, relative to the NBCT Program.

Organizes all NBCT programs and collaborates with stakeholders to assist teachers from the NBCT.

Provides support to teachers on the implementation of NBCT based on their feedback and best practices to ensure alignment with the Maryland Blueprint and Professional Growth System based on feedback.

Works with staff from other MCPS offices and departments to collaborate on the design, development, and implementation of innovative student and staff programs that support NBCT initiatives and priorities.

Collects ongoing data and make recommendations for improving monitoring of NBCT courses and programs, and support needs within programs to ensure alignment with the philosophy and expectations for NBCT courses.

Collects data and prepares responses to requests for information about programming and expansion of NBCT; reports and provides information and progress on special projects to the Montgomery County Board of Education, staff, parents, and community; and keeps abreast of latest research, curriculum developments, and techniques related to system initiatives and priorities.

Monitors and provides feedback for teacher training opportunities within schools and external NBCT professional development workshops.
Collaborates with NBCT teachers to develop practices and programs that lead to increased participation and performance for underrepresented student groups.

Monitors and aids with NBCT administration, including support for ongoing data analysis by subject area for teachers.

Prepares required reports, correspondence, and annual budget requests; manages expenditures and accounts for NBCT expenditures; recommends allocation of grant funds according to the needs and best utilization; and maintains files, records, and/or expenditure controls.
Collaborates with other MCPS offices and departments, community groups, and Montgomery County to develop grant proposals for the improvement of teaching and learning.

Communicates effectively with students, staff, administrative and supervisory personnel, parents/guardians, and community on NBCT courses.

Collaborates with other local school systems to foster continuous improvement in teaching and learning and to align cooperative efforts with schools and school system NBCT strategic plans.

Serves as a liaison between the NBCT and MCPS.

Collaborates with MSDE on NBCT funding.

Performs related duties consistent with the scope and intent of the position.
