SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of systemwide athletics, the outreach and development coordinator provides leadership, oversees and coordinates, the learning and training needs of student-athletes and departmental staff, including coaches, athletic directors, athletic coordinators, and other stakeholders to create, implement, monitor, and assess the impact of a learning progression focused on all aspects of program operations. Serves as the chief outreach contact for systemwide athletics, including planning and supervising outreach and engagement opportunities across multiple stakeholders. Leads and coordinates community and student outreach; creates and leads community/staff/student-athlete advisory boards/committees to receive feedback to build and/or enhance programming. Keeps abreast of local, state and federal law; current athletics operations, and best practices regarding education-based interscholastic athletics. Manages and facilitates technology development across the athletics program. Regularly collects staff data and analyzes multiple data points to inform timely professional development topics for staff and innovative technology initiatives for program stakeholders. This is a centrally based position; however, site and school visits will be required. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MCPS policies and procedures dealing with student athletics and knowledge of Title IX of the Education Amendments of 1972. Knowledge of current research and trends in athletics. Ability to work effectively with central services, principals, athletic directors, athletic coordinators, coaches, athletic trainers, student-athletes, community members and organizations to ensure accountability with systemwide processes and expectations. Ability to conduct effective meetings for a wide variety of groups. Ability to manage multiple tasks on short notice with ever-changing priorities. Excellent oral and written communication and human relations skills. Ability to manage multiple technology platforms, including email, websites, streaming, ticketing, and social media platforms. Skilled with the development of a measurable learning progression that aligns with the needs of personnel and the district. Excellent skills with the development and delivery of presentations and content for adult learners. Ability to evaluate data and effectiveness of the professional development program and individual sessions to make the necessary improvements. Skilled with facilitative processes and building consensus. Ability to effectively collaborate with county partners and engage in cross-office collaboration. Excellent oral and written communications and human relations skills, including facilitating restorative justice strategies. Ability to routinely utilize current technology to develop needed training. Ability to work collegially with others, and effectively conduct large and small group trainings through in-person and virtual platforms and applications. Skilled with data analysis and ability to synthesize and present data interpretations to administrative staff and other stakeholders. Must be able to evaluate and understand data to assess effectiveness of training and ability to redirect efforts.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree (or equivalent) from an accredited college or university with course work in administration, communications, and/or supervision of a comprehensive athletics program. Minimum of three years of successful experience as a teacher, coach, and /or athletics administrator. Experience leading committees and preparing/implementing large meetings. Experience working with outside organizations and stakeholders, including officiating associations, municipal facility directors, local civic and municipal athletic associations, etc. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Completion of the following national certification requirements through the National Interscholastic Athletic Administrators Association (NIAAA): Registered Athletic Administrator (RAA) within first 6 months of hire, Certified Athletic Administrator (CAA) within the first two years of hire, Certified Master Athletic Administrator (CMAA) within the first five years of hire. Other combinations of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Promotes the R.A.I.S.E. core values of the MCPS systemwide athletics program. Promotes equity across the athletics program, to ensure practices and operations that support the core values of equity and access for all students. Manages and implements all technology aspects of the systemwide athletics program, including websites, streaming, ticketing, and social media platforms. Serves as the primary web administrator and developer for MCPS Athletics. Creates and establishes systems and structures for promoting media content on appropriate technology platforms, in collaboration with the media and promotions coordinator for systemwide athletics. . Collaborates with the Department of Professional Growth Systems to develop and implement evaluation standards for athletic directors, coaches, and other athletic department personnel. Plans and administers a robust mentoring program for new and novice staff members to promote retention and excellence across the athletics program. Schedules, prepares, and administers program meetings, including monthly athletic directors' meetings, pre- and post-season coaches' meetings, student-athlete leadership council meetings, three annual high school principals' meetings, and other meetings as appropriate. Supports athletic directors and schools with the completion of enhancement plans in athletics, which utilize data measures to drive local school program growth, innovation, and development. Organizes, plans, and administers professional development for staff, including athletic directors leadership week. Develops and implements a comprehensive, progressive professional development program to ensure training meets local, state and federal requirements. Serves as the community liaison for MCPS Athletics to various school system and county committees (such as the NAACP, MoCo Pride, etc.). Collaborates with booster club presidents and other school or community groups to promote and gain support for the MCPS athletics program. Represents MCPS Athletics on various county and state committees, as directed. Oversees assigned distributed leadership committees to enhance and support the leadership of athletic directors, athletic coordinators, and others to drive program growth and innovation. Assists in developing direction and professional learning to sport directors, tournament directors, and multiple stipend personnel, to assist in the implementation of the interscholastic athletics program. Assists in the maintenance of a close and effective working relationship between the MCPS Department of Athletics, athletic directors, athletic coordinators, coaches, sport directors, official commissioners and assigners, including professional development, recognition, and celebration. Proactively develops, maintains and strengthens relationships and partnerships with internal and external professionals, including the MPSSAA, NFHS, public agencies, school administrators and central office leadership. Administers a robust athletic directors mentoring program and aspiring athletic director seminar. Coordinates and administers all aspects of the Student-Athlete Leadership Council. Develops and administers a comprehensive coach education training program through an equity lens and framework founded in antiracism. Supervises all aspects of the new coaches seminar, in coordination with the compliance coordinator for systemwide athletics. Ensures that all instructional materials and methods are current, relevant and are founded in equity, cultural responsiveness, anti-racism and inclusion. Visits identified school sites to meet with athletic department personnel on behalf of the Department of Athletics. Ensures that major special events such as county championships are promoted within the MCPS community. Establishes relationships and coordinates with NCAA liaisons to deliver college information and seminars to student-athletes and parents/guardians. Facilitates and empowers student-athletes, coaches, and program stakeholders to implement restorative justice strategies. Ensures all athletic department training resources and reference materials are current, relevant, and reflect a foundation built on inclusion, cultural responsiveness and antiracism. Obtains and analyzes data, feedback, and information to drive operations surrounding training and professional development and applies appropriate improvements to increase effectiveness and participation. Regularly and proactively communicates with appropriate central office personnel to ensure synchronized and unified efforts in training-related and other matters of shared interest. Attends and represents MCPS Athletics at community and stakeholder meetings, as appropriate. Coordinates professional development and relations with the Maryland Public Secondary Schools Athletic Association, Maryland State Athletic Directors Association, and National Federation of State High School Associations. Handles special projects, other duties, and related activities as assigned by the director of systemwide athletics. Performs related duties consistent with the scope and intent of the position.
