SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Division of Management and Budget, coordinates the day-to-day operations of the division, as well as leads and coordinates all activities related to the operating budget development and implementation process, including multiple publications. Analyzes budgetary implications related to the implementation of the Blueprint for Maryland's Future (Blueprint) and supports the new financial reporting associated with the Blueprint. Coordinates and develops professional development activities for the division for continued capacity building. Supervises the budget team and is responsible for overseeing the planning, budgeting, financial monitoring, operational and management analysis, and position management work of the budget team. Responsible for all functions and activities related to ensuring that projects are completed on time. Analyzes and reviews the division goals, multiyear plans, budget requests, functions and operations. Works independently to prepare recommendations and fiscal impact information for the director of management and budget, Executive Staff, and the superintendent of schools. Prepares correspondence in response to requests from members of the Board of Education (BOE), parents, or other stakeholders. Nature of the work requires interaction with MCPS Executive Staff, BOE, County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures and their application to various organizations and function & considerable knowledge of statistical and other management analysis techniques. Considerable knowledge of Maryland school laws and regulations governing budgets and expenditures. Understands MCPS organization, operations, goals and priorities. Ability to supervise and lead the budget team. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary or management problems. Demonstrated ability to extract and analyze data and complex problems, and to prepare effective reports and correspondence. Ability to work effectively with other MCPS departments and stakeholders. Good user knowledge of computerized information systems. Excellent communications and interpersonal skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Master's degree preferred. College major in public or business administration or related field; courses or experience in, accounting, auditing, budgeting or other fiscal areas. Considerable responsible work in public sector planning, budget preparation and administration, and management analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Leads and coordinates the day-to-day activities of the Division of Management and Budget.
2. Leads the weekly team meetings and progress monitors the multiple projects to ensure strictly adherence to mandatory deadlines.
3. Oversees the planning, budgeting, financial monitoring, operational and management analysis, and position management work of the budget team.
4. Reviews operating budget requests, analyzes the fiscal implications and recommends alternative courses of action; monitors approved operating budgets including transfers and reassignments of funds; prepares monthly financial projections.
5. Advises operating units regarding the preparation, review and presentation of their budget programs; outlines problems that require special study and conducts studies as directed; review budget submissions for accuracy and completeness and conformance with standards; coordinates data processing needs and participates in the development of information needed for budget analysis.
6. Ensures the integrity of budget applications; coordinates the development of IT applications to support the budgetary process.
7. Coordinates responses to BOE, MSDE, county council, and other stakeholders.
8. Analyzes division program goals and priorities and recommends changes as appropriate.
9. Analyzes staffing patterns and makes staffing recommendations; performs statistical analyses of operations.
10. Responds to inquiries from the public and other governmental agencies regarding MCPS financial matters.
11. Compiles information on practices of other government agencies and develops comparative statistics.
12. Provides direction to staff for major functions such as budget preparation and administration, salary simulation, and position management.
13. Reviews staff work product with significant system wide implications, such as budget preparation controls, budget publication documents, external reports and surveys, and position authorizations.
14. Advises director of major issues with system wide budget implications and make recommendations for resolution of such issues.
15. Works closely with other management staff to provide coordination related to areas of responsibility.
16. Provides guidance and advice as needed to executive staff and other managers.
17. Assists director with hiring and training of new employees; serves as evaluator and sits with director during employee performance interviews.
18. Coordinates significant work processes related to budget development and administration.
19. Performs related duties consistent with the scope and intent of the position.
