SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the Division of Special Education, the Cross-Functional Team Special Education Coordinator serves as a member of a cross-functional team and coordinates and leads the special education instructional specialist within the cross-functional teams at the assigned schools, collaborating with the director of Division of School Leadership to provide services and supports to schools. Eighty percent (80%) of this role is dedicated to providing direct service and support to schools in the field, ensuring compliance and the effective implementation of special education services. Provides on-site coaching and support to school-based teams to ensure the provision of specialized designed instruction and related services for students receiving special education services. Collaborates with school administrators and leadership teams to integrate the needs of students receiving special education services into the School Improvement Plan (SIP). Supports schools in implementing the Individuals with Disabilities Act (IDEA) in accordance with federal, state, and local policies and procedures related to students receiving special education services. Monitors and analyzes academic achievement, attendance, behavior, disproportionality, suspensions, and least restrictive environment (LRE) for students receiving special education services. Coaches school-based teams in using MCPS data tools and the Maryland State Department of Education (MSDE) Accountability Model to track and improve outcomes for students receiving special education services. Develops and facilitates Professional Learning Opportunities (PLOs) focused on: Academic achievement and instructional best practices, social-emotional learning and student success, and equity and access for diverse populations of students receiving special education services. Models and coaches school-based teams in best practices for instruction, compliance, and inclusive practices. Works collaboratively with other special education staff members within the cross-functional team to ensure a cohesive and aligned approach to school-based support. Engages with central office departments, school leadership teams, and systemwide stakeholders to ensure alignment of K-12 curriculum, assessment, instruction, and professional learning with the needs of students receiving special education services. Promotes parent/guardian involvement in the individualized education program (IEP) process and transitions between elementary, middle, high, and specialized school services. Accountability & Supervision: Supervised and evaluated by the Director of Special Education and coordinated with the Division of School Leadership and Improvement to ensure compliance-related effectiveness and instructional impact.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES:Thorough knowledge of federal and state special education laws and MCPS policies and procedures regarding the instruction of students receiving special education services and the continuum of service delivery models; knowledge of the MCPS K-12 curriculum; working knowledge of the Maryland Online Individualized Education Program (MOIEP) tool; ability to access and analyze a range of data related to the MSDE Report Card and the MSDE SPPI/APRs framework using MCPS data monitoring tools; considerable knowledge related to best practices in specialized designed instruction, curriculum, assessment, behavior, accommodations, supplementary aids and services, co-teaching, to promote inclusive practices and opportunities for students receiving special education services in the least restrictive environment; the ability to work collaboratively with MCPS staff members, community partners, parents/guardians, and students with cultural competence throughout the entire special education process; excellent oral and written communication and time/document management skills; the independent ability to establish priorities, organize resources, problem solve, and seek appropriate resources and consultation from other staff members as necessary; and a commitment to ongoing professional learning.PHYSICAL DEMANDS:As required by the duties and responsibilities of the job.SPECIAL REQUIREMENTS:As required by the duties and responsibilities of the job.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE:Master's degree in special education or related field; required five years or more teaching experience serving studentsreceiving special education services across a range of ages and service delivery models, preferably in public schools; three or more years of experience consulting and providing technical support in the field of special education to school-teams and planning, implementing and evaluating professional learning opportunities; other combinations of applicable education, training, and experience, which demonstrate the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.CERTIFICATE AND LICENSE REQUIREMENTS:Meets Maryland state certification requirements for supervisor or Administrator I. Certification in special education or a related field. Completion of OAT I or II or ability to complete within one year of the position start date.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Coordinates and collaborates with staff in the department and units of the Division of Special Education, as well as the director and cross functional team members to ensure the provision of services for students receiving special education services within comprehensive and special school settings.Receives and responds to requests from principals and school-based staff members for support regarding the identification, evaluation, and placement of studentsreceiving special education services.Communicates and collaborates with staff members in the Appeals/Transfer Unit.Leads the cross functional team to work closely with school-based and central services staff members and parents/guardians to identify appropriate academic and social emotional interventions and strategies to improve the outcomes of students receiving special education services.Recommends strategies and resources for studentsreceiving special education services who are repeatedly suspended, recommended for expulsion, court adjudicated, or unsuccessful in comprehensive and special school settings.Leads and cooperates with school administrators, parents/guardians, teachers, related service providers, and DSES staff members during IEP team meetings.Leads and coordinates collaborative efforts with schools, parents/guardians, and community partners to drive significant improvements in the graduation rates of students receiving special education services.Accesses and analyzes student achievement data to inform academic and social-emotional decision making for studentsreceiving special education services related to system wide priorities.Collects, monitors, and analyzes data related to disciplinary actions of students receiving special education services.Participates on Central IEP meetings.Conducts professional development activities for cross functional team and school-based staff members.Responds to and prepares written correspondence to principals, parents/guardians, and community members at-large regarding the provision of special education services.Reviews and provides input pertaining to the student transfer process.Assures that staff members, principals, and teachers are informed of changes in special education laws, regulations, and policies.Collaborates with other MCPS offices to support the effective and consistent implementation of the Educational Management Team (EMT) process, Positive Behavioral Interventions and Supports (PBIS), Multi-Tiered Systems of Support (MTSS) and IEP processes and procedures.Provides MOIEP training and expertise to schools.Monitors/audits system wide data relating to state performance indicators. Inputs data, prepares reports, analyzesdata from databases.Responds to requests for technical assistance from parents/guardians and MCPS staff members regarding state and federal regulations for studentsreceiving special education services (IEPs and 504 Plans).Coordinates the investigation into MSDE complaints, assists with follow-up activities.Coordinates and facilitates mediation sessions with parents/guardians and staff members relating to special education and 504 Plan disputes.Assists the MCPS attorney in coordinating due process hearings. Investigates parents'/guardians' complaints through the administrative review process. Drafts correspondence relating to the above activities.Provides leadership for school-based special education services and uses knowledge of the Maryland State Performance Plan Indicators and Annual Performance Results to monitor program implementation and alignment.Manages the transition to elementary, middle, and high schools as well as special education schools and programs identifies effective practices and areas that to be addressed with the cross functional teams to support school improvement.Collaborates with theDepartment of Special Education Systems and Managementto determine the appropriate special education budget and staffing allocations including the identification and monitoring of critical staffingallocations.Supports the team to monitor and implement Medical Assistance Program documentation for the school.Reviews curriculum in collaboration with elementary and secondary curriculum teams and cross functional teams and ensures alignment with specially designed instruction that meets the needs of all students receiving special education services.Collaborates with principals, teachers, and supporting staff members to build and ensure effective special education services implementation.Coordinates with the cross functional team member to identify and implement an instructional focus, developing, executing, and monitoring a professional learning action plan that supports the school.Monitors the implementation of policies and regulations that impact special education service delivery models.
