SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Academic Programs, works in a team effort with Thomas Edison High School administration and CREA staff. Assists in monitoring student discipline, parent/community outreach, administering and supervising all student related program activities. Conducts staff observations and is responsible for the management and operational functions of The Career Readiness Education Academy (CREA) PLUS program. Supervises implementation of English Language Development (ELD), General Education Development (GED), and Career and Technical Education (CTE) curriculum, as well as credit recovery, credit attainment for original credit, and CTE certification for comprehensive high school students participating in the evening program. Supervises resources and assessments, and provides instructional support for teachers, staff, and students in the CREA PLUS program. Coordinates job-embedded professional development, coordinates and monitors the intake and referral processes for the CREA PLUS program. Collaborates with appropriate school based and centrally based staff to monitor student progress. Provides on-site supervision of evening staff and students. The coordination elements include but are not limited to the observation, supervision, evaluation, and analysis of staff, the instructional programs, and performance data. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the responsibilities of the position. SPECIAL REQUIREMENTS: Evening work required, Monday through Friday, 1:30–9:30 p.m.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) policies and procedures, school operations and pupil services. Knowledge of behavioral management techniques and conflict resolution. Knowledge of system resources and services available to parents and students. Ability to communicate effectively, motivate, encourage, and work with students, staff and community. Excellent problem-solving skills. Excellent organizational, oral, written, and human relations skills required. Demonstrated leadership skills outside the classroom. Knowledge of federal, state, and local legislation dealing with emergent multilingual learners (EMLs). Ability to develop and provide support in the delivery of curriculum and instruction, specifically for EMLs with limited or interrupted education that may have missing instruction for numerous grade levels in literacy and academic skills, with knowledge of basic literacy development pedagogy. Ability to administer the WIDA ACCESS for ELLs assessment, the state mandated English language proficiency assessment, and analyze the results to provide program guidance that will continue to support English proficiency and GED attainment. Ability to work with international families to support enrollment in specialized programs. Knowledge of language development and facilitation strategies to assist ELD and non-ELD staff in supporting instruction and interpreting assessment results. Ability to work collaboratively with federal, state, and local agencies focused on initiatives for EML students with interrupted formal education. Excellent communication and interpersonal skills in Spanish and English, desired.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university and administration supervision certification required. Experience as a classroom teacher, resource teacher, and/or program administrator; experience leading systematic change, providing leadership, planning and implementing instructional programs. Experience in supervision and administration of programs and personnel. Successful recent leadership experiences in assessing program needs, curriculum and instruction, program implementation, and professional learning. Experience in developing and implementing programs to meet student needs, desired. Demonstrated experience in summarizing and reporting assessment results. Demonstrated experience presenting assessment results to school teams and families. Bilingual in English and Spanish, desired. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland certification requirements for administrator I and supervision of public schools.Completion of OAT I or II, or completion within one year of the position start date.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Supervises implementation of ELD/GED curriculum, resources, and assessments for students participating in CREA PLUSMeets with teachers to analyze formal and informal data to inform lesson planning to address the needs of students.Leads the selection and evaluation process for program staff; provides necessary administrative and supervisory function for appropriate leadership of the program staff to support program quality.Visits classes to appraise program quality and confers with teachers about observations and conducts teacher evaluations.Coordinates job-embedded professional development, and plans and facilitates professional learning opportunities for staff to support the implementation of effective instruction of students.Maintains accurate information in the student information system, such as enrollment, master schedules, staffing assignments, student schedules. Monitors student progress towards the program goal.Collaborates with staff to monitor program implementation, including the referral and intake process, enrollment, academic progress, and student wellness.In collaboration with the International Admission and Enrollment (IAE) Office, implements and develops a referral and intake system to accurately identify potentially eligible students and communicate eligibility to home school staff members. Guides referral and intake process for student enrollment.Supervises implementation of English Language Development (ELD), General Education Development (GED), and Career and Technical Education (CTE) curriculum, as well as credit recovery, credit attainment for original credit, and CTE certification for comprehensive high school students participating in the evening program.Collaborates with appropriate central office and school-based staff members to organize resources for the program and monitor success for students enrolled in the program.Develops and updates program documents, such as referrals, authorization forms, handbooks, guidance documents, curriculum guides, brochures and informational presentations, as well as the CREA PLUS website.Organizes information sessions with comprehensive high school staff and students as well as community organizations and other MCPS offices.Represents the CREA PLUS program by participating in all meetings with MCPS staff members, Board of Education, and community groups that focus on monitoring the success of the program.Regularly attends meetings with Maryland State Department of Education (MSDE) and the Department of Labor (DOL) to discuss the implementation of the GED Option Pilot Program and present program data.Develops post-high school pathways for CREA PLUS students through research and collaboration with Montgomery College, Identity, and other community organizations.Fosters a cohesive, cooperative pattern of interpersonal relationships between CREA PLUS teachers and staff and central office support teams.Develops a spending plan for program funds and monitors spending in collaboration with the fiscal assistant.Manages the selection, evaluation, ordering, and distribution of program materials and supplies.Coordinates transportation services.Manages on-site supervision of evening staff and students.Perform related work as required.
