SUMMARY DESCRIPTION OF CLASSIFICATION: The chief of districtwide services and supports under the direction of the superintendent of schools leads the work of the offices of the partnership unit, MCPS Foundation, Lead Negotiator and Student Welfare and Compliance. Supports the strategic plan by coordinating operations, resources and services for all schools and with a focus on the most poverty impacted schools. Leads and maintains relationships with community partners, businesses, and other human and fiscal resources; oversees the lead negotiator who will coordinates all labor relations/negotiation activities involving certificated, classified/support staff and non-represented units. Develops and implements the training of staff related to the implications of negotiated contracts; provides leadership for the system-wide partnerships that build the capacity of schools to support student learning, student well-being, and academic achievement. Collaborates with other offices in the design and implementation of post-pandemic schooling; serves as a member of the executive leadership team.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrates student-focused leadership that reflects the core values of learning, relationships, respect, excellence, and equity; promotes visionary leadership through strategic planning; proactive problem-solving, and results driven actions; exemplifies authentic collaboration and relationship building with internal and external stakeholders; demonstrates a commitment to equity and excellence for all students and contributes to MCPS being an antiracist school system; extensive understanding of the school system partnerships and community relations in order to lead the work of the Chief of Districtwide Services and Supports office which reports to the superintendent of schools. Broad knowledge of the All In: Equity and Achievement Framework, the strategic plan of the school system in order to coordinate the work within the school system and with community partners. Thorough knowledge of national requirements as well as local and state laws, policies, and procedures, especially related to student welfare, civil rights, sexual harassment and bullying. Thorough knowledge of how schools operate. Keeps current on research and innovations in the areas of labor relation negotiations, partnerships and virtual instruction. Ability to build a high-functioning team that exhibits excellent cross-functional communications, collaborative structures, and coordinated efforts that support the strategic initiatives of the school system. Must be able to demonstrate success in managing change in a constructive manner and leading and facilitating collaboration among offices. Proven ability to oversee & guide complex, politically sensitive community processes that result in strong engagement; strong interpersonal, written and verbal communication skills, the ability to work with people at all levels and diverse cultural backgrounds within MCPS as well as key external organizations, students, parents/guardians and the community at large; highly developed & agile oral and written communication and listening skills: proven ability to effectively communicate with broad spectrum of constituents; strong problem solving skills; experience in project management and ability to respond creatively to challenges.
EDUCATION, TRAINING, AND EXPERIENCE: A Masters degree from an accredited college or university in educational leadership, community partnerships, communications, law, or business development. School-based or central office administrative leadership experience required. Experience with the development and implementation of innovative educational initiatives, state and local education law, educational technology, and managing partnerships. Experience in project management, including the ability to deploy resources and manage multiple projects. Experience in leading large-scale educational program development and improvement and communicating effectively with a variety of stakeholder groups. Experience with system¿s operations, budget, labor relations, professional development of staff, and employee supervision. Principal experience preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Oversees, monitors, and facilitates the integration of the projects/initiatives identified by the Board of Education and the Superintendent of Schools.

Engages in authentic collaboration and relationship-building with internal and external stakeholders.

Utilizes the Equity Impact Questions to view all work through the lenses of race and equity.

Monitors the development, implementation, and impact of compliance and professional development trainings.

Provides lists of partnerships and reports on the business partnerships and funding contributions donated to the school system.

Serves as liaison to the superintendent for all districtwide serves and supports.

Oversees the Student Welfare and Compliance unit to ensure that all staff are aware of MCPS expectations and has the necessary information to create and maintain a lawful, positive, safe and healthy climate and culture.

Leads cross-departmental action teams in implementing industry best practices related to innovation and project development.

Researches and implements innovative strategies to support post pandemic schooling with a focus on attending to the needs of poverty impacted schools.

Examines current partnerships to ensure that forward- thinking relationships and structures are employed.

Collaborates with the executive leadership team to develop high-performing action teams tasked with post-pandemic schooling ensuring positive impact for high-poverty schools and students.

Works collaboratively with the executive leadership team to implement the strategic plan.

Monitors strategic plan milestones and works with the executive leadership team to ensure that individual work/action plans are well-integrated across the strategic plan.

Collaborates with the Chief of Staff to develop appropriate tools and communications that raise awareness and understanding of the strategic plans, post-pandemic schooling and partnerships.

Advises the Superintendent and Board Members on the current status of association negotiations and implementation of agreements.

Oversees, strategically guides and fosters collaborative and positive labor-management relations, contract negotiations, and contract administration.

Leads and fosters interest-based labor management and bargaining philosophy and actions consistent with a continuous improvement and learning model.

Coordinates and facilitates meetings between MCPS and the various community partners.

Implements strategic goals and objectives, policies, procedures and work standards for all aspects of community relations and partnerships.

Delivers presentations to MCPS leadership and the Board of Education on community relations and partnerships.

Collaborates in developing public news releases regarding collective bargaining implementation of agreements.

Evaluates the performance of subordinate personnel.

Performs other duties as assigned.
