SUMMARY DESCRIPTION OF CLASSIFICATION: The chief of strategic initiatives (CSI) under the direction of the superintendent of schools leads the coordination of the strategic priorities of the school system. Directly supervises staff in the Office of Technology Innovation and the Equity Initiatives Unit. Engages in the strategic planning for both in-person and virtual learning experiences; leads a variety of cross-departmental efforts to ensure that innovative and equitable practices are aligned with the strategic plan and implemented with fidelity. Provides innovative options to mitigate learning loss and elevate student well-being in response to system demands. Collaborates with all executive staff to identify and review research-based programs and initiatives that reflect innovative thinking and authentic learning experiences that is culturally relevant, authentic, and engaging for students. Articulates the strategic initiatives of the school system to various local and state officials and ensures that timelines are developed, executed, and maintained. Collaborates with other offices in the design and implementation of post-pandemic schooling; serves as a member of the executive leadership team.

Proven ability to motivate, train, monitor performance, and drive work of multiple teams; successful implementation using a standards-based professional growth system to support employees meeting and not meeting standard; proven ability to oversee and guide complex, politically sensitive community processes that result in strong engagement; strong interpersonal, written and verbal communication skills, the ability to work with people at all levels and diverse cultural backgrounds within MCPS as well as key external organizations, students, parents/guardians and the community at large; highly developed & agile verbal and written communication and listening skills: proven ability to effectively communicate with broad spectrum of constituents; strong problem solving skills; experience in project management and ability to respond creatively to challenges; and demonstrate bilingual skills to communicate with broader community preferred. Ensure that MCPS technology and instruction environments are closely aligned to ensure the strongest teaching and learning environment. Ability to evaluate and improve data and network security measures. Provide a vision to grow the capacity of the school district¿s employees to use technology efficiently to improve practices and enhance student engagement and achievement.
EDUCATION, TRAINING, AND EXPERIENCE: A Masters degree from an accredited college or university in educational leadership, technology, project management, business development, or curriculum development. School-based or central office administrative leadership experience. Experience with the development and implementation of innovative educational initiatives, state and local education law, educational technology, and managing a variety of programs and initiatives. Experience in project management, including the ability to deploy resources and manage multiple projects. Experience in leading large-scale educational program development and improvement. Fluency in Spanish is desirable.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Oversees, monitors, and facilitates the integration of the projects/initiatives identified by the Board of Education and the Superintendent of Schools.

Engages in authentic collaboration and relationship-building with internal and external stakeholders.

Utilizes the Equity Impact Questions to view all work through the lenses of race and equity.

Serves as liaison to the superintendent on all strategic initiatives.

Leads cross-departmental action teams in implementing industry best practices related to innovation and project development.

Researches and implements innovative technologies that support teaching, learning, and operational effectiveness.

Examines current business and learning practices to ensure that forward- thinking processes, technology, and structures are employed.

Evaluates and improves the technology infrastructure ensuring compliance, security access, and best practice.

Develops an adaptable project-management framework to be used by central office and school administrators.

Develops and implements a framework to assess innovative programs/initiatives and determine their viability and scalability.

Oversees return on investment processes that measure program/initiative effectiveness and efficiency.

Works with the executive leadership team to determine program relevance and scalability.

Develops and monitors the budget, and participate in and contribute to the development and monitoring of related annual budgets.

Collaborates with the executive leadership team to develop high-performing action teams tasked with creating innovative programs and practices.

Conducts strategic analyses and develops clear and quantifiable goals and objectives for strategic plan implementation.

Defines and applies a standard methodology to all program projects and provides the leadership skills necessary to drive projects to successful completion.

Works collaboratively with the executive leadership team to implement the strategic plan.

Monitors strategic plan milestones and works with the executive leadership team to ensure that individual work/action plans are well-integrated across the strategic plan.

Collaborates with the Chief of Staff to develop appropriate tools that raise awareness and understanding of the strategic plan.

Develops a framework for reporting strategic plan progress to internal and external stakeholders, including the School Board.
