SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the deputy superintendent, provides oversight and integrated management of the Office of Communications, the Office of Technology, the Office of Employee Engagement and Labor Relations; and the Partnerships Unit to further the mission of MCPS. Provides organizational leadership on the key areas of communications, engagement and more to ensure the implementation of the Board of Education's goals and academic priorities and the school system's strategic plan. Serves as a top advisor to the Board of Education, the superintendent, and the deputy superintendent on matters of crisis communications, stakeholder relations, technology and innovation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of best practices in communications and stakeholder engagement. Understanding of emerging technologies, data privacy and core technology infrastructure. Demonstrated ability to think and act strategically in high-pressure situations. Ability to coordinate activities of several units providing an extensive array of comprehensive services. Excellent leadership, management, oral and written communications, interpersonal and human relations skills. Knowledge of federal, state and local laws relevant public education.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university. Advanced degree desirable. A minimum of 5 years in a position of leadership in public education, communications, technology or community engagement. Considerable experience in crisis management and strategic planning.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Models exemplary leadership strategies for department leaders and other staff to emulate in promoting the continuous improvement of MCPS programs and services.

Plans, develops, directs, coordinates, systemwide initiatives aligned with the vision of the Board of Education and the superintendent.

Serves as a principal advisor to the Board of Education and superintendent in matters related to communications, technology and stakeholder engagement.

Monitors each of its offices, departments, and division strategic plans to ensure that they are aligned to the MCPS Strategic Plan.
Fosters communications, collaboration and coordination within and across offices in the system.

Works with each office and department to develop, monitor, and assess short and long-term goals and performance measures.

Prepares items for the Board of Education action, discussion, and information relating to communications, association relations, technology and stakeholder engagement.

Through the Office of Communications, oversees systemwide communications, messaging and outreach efforts to stakeholders.

Through the Office of Technology, oversees all aspects of MCPS information technology (IT) and systems including setting the instructional technology vision for MCPS.

Through the Office of Employee Engagement and Labor Relations, oversees the negotiation, enforcement and interpretation of employee contracts.

Through the Partnerships Unit, oversee engagement with public, private, philanthropic and volunteer agencies to foster partnerships for schools and the district offices focused on enhancing student learning and academic achievement.

Maintains a close working relationship with officials from other agencies such as Montgomery County government, the Maryland State Department of Education, other school districts, and local, state, and federal governments comparing management and planning practices with those of MCPS and recommending improvements.

Meets with community groups to articulate the school system¿s vision, goals, and programs, representing the superintendent in such activities when requested to do so.

Serves as a member of the superintendent's Executive Staff and performs related responsibilities as required.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
