SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides support to the chief operating officer in the development, management and control of the K-12 instructional budget resources. Coordinates a variety of financial activities among central offices; prepares recommendations and fiscal impact information for the chief operating officer; uses information systems to support decision making procedures; keeps the chief operating officer apprised of matters related to the budget, finances, staffing, resources, or other operational issues; prepares correspondence in response to requests from members of the Board of Education, parents, or other citizens; carries out directives from the chief operating officer in dealing with schools, staff in the Office of School Performance, staff in central offices, and members of the community; and problem-solves issues that arise.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools. Thorough knowledge of the MCPS policies and procedures. Considerable knowledge of pupil, human resources, financial, and budget systems. Excellent skills in budget development analysis and techniques for managing resources. Excellent oral and written communication and human relations skills. Ability to communicate on behalf of the chief operating officer to community superintendents, associate superintendents, directors, principals, and other appropriate MCPS staff.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in school or business administration, or related field. Extensive experience in data analysis, budget development and analysis, and management of financial resources. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Familiarity with school operation demands placed on school-based administrators.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend night meetings and to work nights or weekends as deadlines require.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops the instructional resources budget (K-12) for review by the chief operating officer.

Acts as resource in budget reviews with superintendent of schools, Board of Education and County Council.

Allocates staffing and other resources to the community superintendents and schools, and assures equity of resources provided.

Provides leadership to offices to assure other resources are allocated to schools in a timely and uniform manner.

Provides leadership in developing improved management information available to the chief operating officer and community superintendents.

Interacts with school staff and staff at the Carver Educational Services Center to resolve issues and complete tasks.

Manages appropriated funds that are under primary control of the chief operating officer, including preparation of required reports, recommending action on special requests and providing procedures for secondary account managers.

Serves on committees as designated by the chief operating officer.

Prepares reports and presentations to the Board of Education, County Council, and other groups and organizations.

Attends meetings as assigned by the chief operating officer.

Assists community and superintendents, school principals, and other offices in resolving fiscal and staffing problems that affect school operations.

Provides leadership in review and approval of new or revised systems and procedures related to county-wide school operations.

Performs related work as required.
