SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of chief of the related functional area, acts for, represents, and exercises the authority of office leadership in engaging and developing strategic relationships with internal and external stakeholders. Assists the Chief in the handling of responsibilities related to educational/operational leadership. Serves as the primary point of contact for community stakeholder engagement, and facilitates community meetings and conversations on critical initiatives. Manages and problem-solves day-to-day operational matters of the assigned office. Coordinates a variety of operational activities among central offices. Researches, writes, edits, and reviews correspondence, and prepares reports for the Chief. Collects and analyzes data to inform decisions and best practices. Provides direct support and assistance to directors and other staff reporting to the assigned office with Board of Education presentations, correspondence, responses to parents/families, citizens, and members of the community, and aligning work to the school system goals, strategic planning, and major initiatives. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) NA SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Extensive local and regional travel.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of organization development and project management strategies, strategic planning, school administration, business operations, organizational and leadership theory, executive meeting facilitation design and delivery, human resource and people management skills required. Knowledge of Montgomery County Public Schools (MCPS) pre-kindergarten through Grade 12 instructional programs, policies and procedures. Proficiency in the use of computers and technology and common office software. Knowledge of public education issues and processes. Ability to quickly learn the unique environment and complexity of working in a public education institution. Strong presentation skills. Excellent interpersonal and written communication skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's Degree preferred. Experience as a school-based administrator preferred; experience in government, K-12 or higher education, business, policy, nonprofit management, or another applicable field. Extensive experience in project management, solving problems, data analysis, making decisions, interpretation of policy and education law, and writing/editing reports. Management experience with driving to successful completion of complex joint programs preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Varies; Education and/or certifications must correspond to the subject matter and functional area. Must meet Maryland State certification requirements for Administrator I if serving as an instructional leader.

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Develops and integrates long-range plans and monitoring systems for initiatives and responsibilities supervised by the chief.Supervises and oversees the work of teams within the assigned office’s organizational structure.Understands and applies principles of performance evaluation and professional growth for employees.Serves as a point of contact and supports direct reports for daily operational matters, strategic planning, priorities, monitoring systems, budget development, and implementation plans for major initiatives.Assists in building a professional learning community to focus on becoming an anti-racist office, implementing equitable practices, leadership development, and strategic focus areas.Coordinates activities of MCPS staff and business and community organization leaders to achieve the established joint goals, including solicitation of major gifts, special events, corporate and foundation support.Responds to and problem-solves with school-based staff, executive staff, other central office staff, and union leadership by providing policy, contractual, procedural, and legal interpretations.Assists with the development and maintenance of policies and regulations for which the assigned office is responsible.Establishes good working relationships and collaborative arrangements with staff, parents/families, citizens and members of the community to help achieve key partnerships that meet the academic goals of connecting classroom learning to future careers in a competitive global economy.Collaborates with community partners and outside agencies to resolve a variety of problems and create collaborative solutions and options.Delivers presentations, and participates in business conferences, seminars, and meetings with internal and external stakeholders to present MCPS strategic initiatives.Collaborates with chiefs, associate superintendents, directors, and principals on a broad range of issues or projects.Serves as a liaison to general counsel and responds to legal matters requested.Works closely with the Office of Human Resources and Talent Management regarding personnel and other human resources matters.Provides leadership in developing improved management information available to the chief and direct reports.Provides leadership in review and approval of new or revised systems and procedures.Researches, writes, edits, and reviews correspondence, Board of Education materials, and prepares reports.Updates the superintendent, chief, associate superintendent and/or the Board of Education members by responding quickly and efficiently to questions and prepares all Board meeting material.Facilitates meetings and represents the assigned office on a variety of committees or meetings.Possessessubject matter expertise in the functional area of work.Prepares/oversees agenda/talking points for specific meetings and special events.Manages the assigned office budget and HUB System approvals (orders, mileage) for the assigned office.Oversees administrative tasks of the assigned office such as; maintaining a database of strategic partnerships, being professionally responsive to inquiries, maintaining electronic and hard copy files, etc. and ensuring appropriate tracking of all partnerships and associated funding.Performs related work as required.
