SUMMARY DESCRIPTION OF CLASSIFICATION: Manages and problem-solves day-to-day operational matters of the Office of the Chief of Finance and Operations (OCFO). Serves as the primary point of contact for community stakeholder engagement, and facilitates community meetings and conversations on critical initiatives. Assists the chief of finance and operations (OCFO) with responsibilities related to business operations, finance and support services. Problem-solves with principals and other staff regarding policy, procedural, and legal matters. Implements initiatives from the OCFO and works with schools, staff in central offices, and members of the community through change management processes. Coordinates a variety of operational activities among central offices. Responds to constituents on behalf of the OCFO. Researches, writes, edits, and reviews correspondence, and prepares reports for the OCFO. Collects and analyzes data to inform decisions and best practices. Provides support and assistance to associate superintendents, directors, and other staff reporting to the OCFO with Board of Education presentations, correspondence, responses to parents, citizens, and members of the community, data collection, and aligning work to the school system goals, strategic planning, and major initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of K-12 educational systems, business operations, organizational and leadership theory; supervision theories, strategic planning, communication planning and engagement, and data analysis. Excellent organizational, communication, project planning and management, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university; experience in the following areas: government, K-12 or higher education, business, policy, nonprofit management, or other applicable field: project management, and facilitating large and small group community stakeholder discussions. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening work leading and facilitating community and stakeholder public engagement meetings on critical issues and initiatives, and other critical evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and integrates long-range plans and monitoring systems for initiatives and responsibilities supervised by the OCFO.

Responds to constituent inquiries and concerns.

Designs, leads, and supports the Chief of Finance and Operations Office weekly operations team meeting, and progress monitors the multiple initiatives and areas of work that comprise the Chief of Finance and Operations Office strategic plan.

Designs and implements communication and engagement plans with a wide array community stakeholder groups.

Leads and facilitates community meetings and engagement on key initiatives. (These meetings generally occur from 7pm-8:30pm in the evening.)

Oversees the daily work of the administrative support staff in the Chief of Finance and Operations Office.

Serves as the Carver Educational Services Center building administrator by supervising the building service manager, addressing indoor air quality and other building complaints, resolving office space needs, etc.

Responds to and problem-solves with school-based staff, executive staff, other central office staff, and union leadership by providing policy, contractual, procedural, and legal interpretations.

Assists community, parents, administrators, and others in resolving a variety of problems that affect school operations.

Responds to the Board of Education members and County Councils inquiries.

Serves as a point of contact to direct reports to the OCFO to support daily operational matters, strategic planning, priorities, monitoring systems, budget development, and implementation plans for major initiatives.

Collaborates with the all chiefs, chief of staff, and associate superintendents on a broad range of issues or projects.

Serves as a liaison to general counsel and responds to legal matters requested of the CFO.

Works closely with the Office of Human Resources and Development regarding personnel and other human resources matters.

Assists with the development and maintenance of policies and regulations for which the CFO is responsible.

Oversees responses to the Maryland Public Information Act requests.

Monitors weather conditions and works with appropriate staff members to ensure readiness plans are in place.

Assists in building a professional learning community through the CFO Leadership Team meetings, retreats, and other professional growth activities.

Aligns OCFO strategic plan with the school systems overall strategic plan.

Researches, writes, edits, and reviews correspondence, Board of Education materials, and prepares reports.

Facilitates meetings and represents the CFO on a variety of committees or meetings.

Writes agendas and follows through on action items from project meetings.

Prepares talking points for specific meetings and special events.

Manages the OCFO budget and MCPS Hub System approvals (orders, mileage).

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
