SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the Chief of Strategic Initiatives in the handling of responsibilities related to educational leadership and strategic planning; researches, writes, edits and reviews correspondence and prepares reports for the chief; collects and analyzes data to inform educational decisions and best practices; provides support and assistance to associates and other staff reporting to the Chief with Board of Education presentations and papers, data collection, aligning work to the school system goals, strategic planning, and major initiatives; plans and implements professional learning for executive and central services staff as it relates to MCPS Strategic Planning initiatives; collects, analyzes and reports data associated with professional learning and other related work including strategic planning initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school administration organizational and leadership theory; knowledge of MCPS K-12 instructional program, policies and procedures, supervision theories, strategic planning, and data analysis. Excellent organizational, oral and written communication, and interpersonal skills. Evidence-based experience leading change and project management and professional learning.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university required. Masters degree from an accredited college or university preferred. Administration and/or district leadership experience preferred. Five years or more of experience as a school-based administrator or central services leader or a combination of both administrative and leadership experiences which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires the ability to work long hours and manage multiple projects with tight deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and integrates long-range educational strategic plans and monitoring systems for initiatives and responsibilities supervised by the Chief of Strategic Initiatives.

Assists direct reports to the Chief of Strategic Initiatives with strategic planning, monitoring systems, budget development, and implementation plans for major initiatives.

Aligns work of both the Equity Unit and the Office of Technology and Innovation with the school systems overall strategic plan.

Supports the chief with utilizing data management systems and school system measures to analyze and monitor student progress, inform program and services decisions, and align resources and supports to support school improvement planning and increase student achievement.

Plans and facilitates opportunities to build the capacity of leaders around strategic planning initiatives to meet their diverse needs and to contribute to the learning of others.

Establishes structures and schedules outreach opportunities to engage with district and community stakeholders to solicit their input and input on system priorities and share how information is utilized.

Responds to school-based and central office staff by providing policy interpretations.

Researches, writes, edits and reviews correspondence and prepares reports for the chief.

Prepares/oversees agenda/talking points for daily meetings and special events.

Responds to questions from Board members, parents, principals and community regarding instructional issues and related policies, regulations or local, state, and federal mandates.

Stays current on policy, regulations and federal, state, and local law interpretations in response to questions from stakeholders which includes consulting with the general counsel. Assists with the development and maintenance of policies and regulations for which the chief is responsible.

Presents at meetings as requested by the Chief of Strategic Initiatives.

Represents the Office of the Chief of Strategic Initiatives on selected committees and at assigned meetings.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
