SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Office of School Support and Well Being (OSSWB), in collaboration with the Office of Special Education (OSE), the principal provides administrative oversight, orderly operation and supervision of a special education public separate day school designed to serve students with disabilities. Supports the need of the instructional program in providing services for the staff and students, .and provides instructional leadership to ensure a quality program in compliance with federal and state laws regarding the implementation of services for students with intellectual disabilities. Facilitates the teaching-learning process by providing appropriate educational opportunities for all students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the Individuals with Disabilities Education Act (IDEA) and the Code of Maryland Regulations (COMAR) regarding procedural processes that ensures the provision of a Free Appropriate Public Education for students with disabilities. Ability to develop and monitor the implementation of an Individualized Education Program (IEP). Demonstrates knowledge of the Maryland Comprehensive Assessment Program that includes the Alternate Learning Outcomes assessment process. Demonstrates knowledge of the integration of assistive technology and augmentative communication systems and devices across all settings to facilitate daily communication skills. Knowledge and experience working with speech-language pathologists, occupational/physical therapists, vision, and deaf and hard of hearing experts by ensuring integration of these related services into the daily instruction program. Ensures the implementation of effective transition services to prepare students adult day programs. Knowledge of the processes regarding the implementation of personal health plans and medical protocols by working collaboratively with school and private duty nurses. Excellent oral and written communication and human-relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education from an accredited college or university with related coursework in administration, supervision, and special education; or Master's degree in administration with a Bachelor's degree in special education with teaching experience in the field of special education. Five years of experience teaching students with disabilities, preferably students with intellectual and physical disabilities who are medically fragile. Experience as an assistant principal or central office special education supervisor or instructional specialist is desirable. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for supervisor or Administrator II and special education or related field.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Consults and plans the instructional program with OSSWB in collaboration with OSE. Assures compliance with all federal, state, and Montgomery County Board of Education policies governing the operation of the special education programs and services.

Serves as an instructional leader who ensures the delivery of instruction is aligned to the Alternate Maryland Learning Outcome Standards
Consults, plans, and evaluates staff member in compliance with Montgomery County Public Schools (MCPS) regulations and practices to ensure the effective implementation of the instructional program.

Attends professional development activities and conferences to maintain knowledge of current and evidenced-based practices related to serving students with intellectual disabilities.

Supervises the related service providers which include physical, occupational, and speech- language therapists; vision, auditory, and transition teachers.

Provides leadership during IEP meetings to ensure compliance with IDEA and COMAR. Ability to lead, facilitate, and manage the daily operations of a school that serves medically fragile students with intellectual disabilities.

Coordinates and collaborates with community agencies such as the Maryland Division of Rehabilitation Services and the Montgomery County Department of Health and Human Services.

Supervises staff members regarding matters pertaining to instruction, certification, and evaluation; evaluates professional staff; develops and conducts professional development programs for staff members.

Supervises and evaluates the effectiveness of supporting services personnel, including secretaries, building service workers, and cafeteria workers.

Procures, evaluates, and updates instructional materials, supplies, and equipment; distributes and supervises use of materials, supplies, and equipment; maintains accounting systems involving total financial operation of the school.

Organizes and coordinates the collection of student records and arranges for their review.

Provides for community-school use and/or programs and services.

Supervises pupil and staff accounting procedures.

Chairs and initiates intake/IEP/exit conferences; participates in Central IEP meetings.

Facilitates and promotes parental and community partnerships.

Understands and applies the six leadership standards that have been established for Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS), as well as the Supporting Services (SEIU) Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
