SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides for the orderly operation of the school program as prescribed by MCPS, state and federal policies and procedures. Provides instructional leadership and support; assists staff, students and parents in attaining program goals.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of special education policies and procedures which govern the delivery of services to students with disabilities. Thorough knowledge of adolescent behavior. Ability to plan, organize and evaluate a school program. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in the areas of administration, supervision, and curriculum. Experience as a classroom teacher; Desirable to have experience as an assistant principal. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland certification required for principal and supervisor, or Administrator II, and special education or related field.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Consults, plans, and evaluates with the Director, Department of Special Education and Related Services, on the goals, objectives, and needs to support the school program. Evaluates, through systematic data gathering, the status of the individual school as an organization, its present strengths and needs which relate to teachers, students, and parents. Consults and plans with central office staff members who serve in an advisory capacity in implementing changes in the instructional program.

Assures program compliance with all federal, state and local laws and regulations governing the operation of special education programs.

Consults, plans, and evaluates with staff on instructional goals and objectives involving revisions of techniques, methodology and organization. Attends workshops, seminars, and national and regional conferences to maintain knowledge and skills necessary to perform the functions of a curriculum leader. Reviews the literature continuously to maintain knowledge of innovative practices and research projects.

Interprets the instructional program of the school to the community; meets with school trustees, PTA, and parent study groups.

Provides an appropriate educational program for each student consistent with the student's needs, program goals, and Individual Education Plan.

Selects professional and supporting services staff. Supervises staff regarding matters pertaining to instruction, certification, and evaluation. Evaluates professional staff. Provides advice and counsel for employees who need to seek a change in status. Develops and conducts in-service programs for staff members. Supervises and evaluates effectiveness of supporting services personnel, including instructional assistants, secretaries, building service workers, and cafeteria workers.

Procures, evaluates and updates instructional materials, supplies, and equipment. Distributes and supervises use of materials, supplies, and equipment. Maintains accounting systems involving total financial operation of the school.

Provides for community-school use and/or programs and services. Plans and supervises the utilization of the plant. Supervises the maintenance of the plant and grounds.

Supervises pupil and staff accounting procedures.

Provides for balanced staffing in accordance with MCPS policies.

Serves as departmental representative on Central Admission, Review and Dismissal Committees four or more days per year.

Performs related work as required.
