SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides for the orderly operation of the school program as prescribed by MCPS, state and federal policies and procedures. Supports the need of the instructional program in providing services for the staff and students. Facilitates the teaching-learning process by providing appropriate educational opportunities for all students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of early childhood and developmental behaviors as it relates to children with learning disabilities, intellectual disability, emotional disturbance, neurological disorders and speech and language disabilities. Ability to plan and organize a school program for students with multiple disabilities. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education from an accredited college or university with related course work in administration, supervision and curriculum. Desirable to have experience as an assistant principal. Experience teaching special education children. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for principal, supervisor, or Administrator 11 and special education or related field.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Consults, plans, and evaluates with the director, Department of Special Education and Related Services on the goals, objectives, and needs to support the school program.

Assures program compliance with federal, state and local laws and regulations governing the operation of special education programs.

Evaluates, through systematic data gathering, the status of the individual school as an organization, its present strengths and needs which relate to teachers, students, and parents.

Consults and plans with central office staff members who serve in an advisory capacity in implementing changes in the instructional program.

Consults, plans, and evaluates with staff on instructional goals and objectives involving revisions of techniques, methodology and organization. 'Attends workshops, seminars, and national and regional conferences in order to maintain knowledge and skills necessary to perform the functions of a curriculum leader.

Reviews literature to maintain current knowledge of innovative practices and research projects.

Interprets the instructional program of the school to the community. For example, meets with the school trustees, PTA, and parent study groups.

Coordinates the services of the diagnostic prescriptive teacher, psychologist, social worker, speech-language pathologist, and other individuals to diagnose learning problems and make recommendations toward their solutions.

Selects professional staff; supervises staff regarding matters pertaining to instruction, certification, and evaluation; evaluates professional staff; provides advice and counsel for employees who need to seek a change in status; develops and conducts in-service programs for staff members.

Supervises and evaluates effectiveness of supporting services personnel, including secretaries, building services workers, and cafeteria workers.

Procures, evaluates, and updates instructional materials, supplies, and equipment; distributes and supervises use of materials, supplies, and equipment; maintains accounting systems involving total financial operation of the school.

Provides for community-school use and/or programs and services; plans and supervises the utilization of the plant; supervises the maintenance of the plant and grounds.

Supervises pupil and staff accounting procedures.

Provides for balanced staffing in accordance with MCPS policies.

Understands and applies the six leadership standards that have been established for Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS), as well as the Supporting Services (SEIU) Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
