SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief of Human Resources and Development (OHRD). MCPS is committed to the professional growth systems for all employees to support professional growth and employee success in improving the teaching, learning, and leading, and to promote an environment of collaboration, high expectations, equity and mutual respect. The liaison for the MCPS Professional Growth Systems for Montgomery County Association for Administrators and Principals (MCAAP) sits as a member of the MCAAP Board of Directors and represents with the president, the organization on all issues related to the professional growth of administrators and supervisors as well as, all issues related to the three MCPS Professional Growth Systems (PGS). This individual is assigned to OHRD and works to support all the PGSs, and ensures the collaboration of all unions in the implementing these systems. This liaison may serve as MCAAPs Vice President for Leadership Development. This liaison co-chairs all PAR panels and the Leadership Development Advisory Committee (LDAC). This individual serves as a liaison between MCAAP, its administrators and OHRD. The liaison serves as the co-chair for the Administrative and Supervisory PGS Implementation Team and is a member of the Teacher and Supporting Services PGS Implementation Teams The liaison collaborates with the three unions to ensure that there is a commitment to fostering and sustaining the Organizational Culture of Respect through supports and structures that are embedded throughout the system This individual works with the other employee organizations to problem solve and improve issues of workplace culture. This individual should have strong interpersonal and facilitation skills and be committed to collaboration with all stakeholders for the benefit of students. The individual would have offices at MCAAP and OHRD.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and experience in implementing the three professional growth systems. Knowledge of the three negotiated contracts and the Organizational Culture of Respect Compact. Demonstrated skill and knowledge of administration and leadership. Ability to work effectively with administrators, colleagues, central office and school-based staff, students, parents and community. Demonstrated skill and ability to work well with adults in multi-stakeholder groups. Skilled in data-driven decision-making and use of technology.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Certification in administration. Has a minimum of five years of outstanding administrative experience with three years in MCPS. Experience working with professional growth systems Peer Assistance and Review (PAR) panel preferred. Completion of Observing and Analyzing Teaching (OAT) I and OAT II required.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland requirements for certification in administration and supervision.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) This position is a three-year cycle with the potential of a second three-year cycle. At the end of the appointment, the liaison returns to a comparable administrative and supervisory (A&S) position. Some late afternoon and evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works collaboratively with OHRD and other offices in the implementation of all of the MCPS Professional Growth Systems.

Co-chairs all PAR panels, and Leadership Development Advisory Committee (LDAC).

Serves as a member of the Joint Professional Learning Committee.

Co-Chairs the A&S PGS Implementation Team.

Participates as a member of the teacher and Supporting Services PGS Implementation Teams.

Serves as the primary MCAAP contact for all issues and concerns related to the implementation of the PGSs.

Works with and provides support to school-based and non-school-based administrators to enhance their knowledge of all PGSs.

Ensures the annual revision of the A & S, Teacher and Supporting Services PGS Handbooks.

Ensures the accurate collection of A & S PAR data.

Works with OHRD and MCAAP to determine what additional role would be appropriate for this position to assume in support of the implementation of the PGSs. Collaborates with all employee unions to support the Organizational Culture of Respect.

Provides direct support to schools and offices with climate issues.

Ensures the dissemination of best practices to support collaboration in the workplace.

Performs related duties consistent with the scope and intent of the position.
