| Summary Description: Under direction of the supervisor, Division of Facilities Management, provides leadership, coordination, and oversight for all capital construction contracts and procurement. Responsible for the procurement and administration of capital construction contracts, including the development of bid solicitation, Statements of Work (SOWS), notices to proceed, contract terms, vendor pre-qualification, as well as developing and implementing regulations and procedures related to the construction procurement and funding process. Ensures compliance with local, state, and federal procurement, regulations, funding requirements, and the Montgomery County Public Schools budget guidelines. Collaborates with school leaders, administrators, and central office departments to identify procurement needs, provides guidance on purchasing procedures, and supports successful project delivery. Leads vendor and contractor relationship management, negotiates contract terms, and promotes transparent professional partnerships. Responsible for coordinating and tracking capital projects specific to procurement and administration of capital construction contracts. Works independently to prepare recommendations and fiscal impact information for the Deputy of the Division of Facilities Management, Executive Staff, and the superintendent of schools.
Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending planning and budgetary strategies to the Deputy and Executive Staff. Nature of the work requires extensive interaction with Executive Staff, County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public.

Special Requirements: Ability to work a flexible schedule in order to attend Board of Education, County Council, and state agency meetings, as well as Parent Teacher Association and community meetings and respond to other division needs.

Thorough knowledge of a wide variety of material, equipment, professional services, construction-related services, and real estate management services necessary for the efficient and effective operation of the Department of Planning and Construction and Real Estate Management within a public school system. Considerable knowledge of the laws, customs, processes, and procedures involved in construction procurement, capital project contracting, facility-related procurements, and other procurement activities supporting planning, construction, and real estate operations. Ability to write/review clear Request for Proposal (RFP) bid specifications for all types of goods and services required by MCPS to enhance competition, to test materials, and to evaluate and analyze all offerings submitted by suppliers to ensure bid specifications and objectives are met. Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures, and management analysis techniques. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary problems. Demonstrated ability to analyze complex problems and to prepare effective reports and correspondence. Ability to work effectively with other MCPS departments and stakeholders. Thorough knowledge of public participation processes. Understanding of MCPS organization, operations, goals, and priorities. Good user knowledge of computerized information systems. Excellent communication and interpersonal skills. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS). |

Education Training Experience: Graduation from an accredited college or university with a major in public or business administration or related field. Master’s degree in public or business administration or related field desirable. Considerable experience in construction procurement and contract administration. Considerable responsible work in public sector planning, budget preparation, capital improvement program, and administration. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. CERTIFICATE AND LICENSE REQUIREMENTS: Must possess or obtain certification as a Certified Professional Public Buyer (CPPB) within 6 months of eligibility. |

Example Duties:1. Leads and manages all aspects of capital construction procurement activities for the Department of Planning and Construction, and Real Estate Management. 2. Develops, prepares, and administers bid solicitations, Request for Proposals (RFPs), Statements of Work (SOWs), notices to proceed, and other procurement documents related to capital construction projects. 3. Manages the procurement and administration of capital construction contracts from solicitation through project closeout. 4. Develops and implements procurement procedures, and best practices to support capital construction and funding processes. 5. Ensures compliance with MCPS, county, state, and federal procurement laws, regulations, policies, and funding requirements. 6. Coordinates vendor pre-qualification processes and maintains contractor eligibility requirements for capital construction projects. 7. Negotiates contract terms, conditions, and amendments to ensure favorable outcomes and compliance with project objectives. 8. Monitors contract performance and ensure vendors and contractors meet contractual obligations, timelines, and quality standards. 9. Serves as the primary liaison between contractors, consultants, schools administrators, central office departments, and other stakeholders regarding construction procurement matters. 10. Provides guidance and technical assistance to department staff regarding procurement policies, procedures, and contract administration requirements. 11. Develops and maintains systems for tracking capital construction contracts, procurement activities, project expenditures, and funding allocations. 12. Coordinates and manages all activities related to obtaining, processing, monitoring, reporting state school construction aid, and other-state funding construction programs. 13. Analyzes procurement and funding data and prepares financial, operational, and strategic reports for the Deputy of the Division of Facilities Management, Executive Staff, Superintendent of Schools, Board of Education, and other stakeholders. 14. Prepares recommendations and fiscal impact analyses related to capital construction projects, procurement strategies, contract awards, and funding opportunities. 15. Supports long-range capital planning efforts by providing procurement expertise, budget projections, and contract management recommendations. 16. Leads efforts to promote transparency, accountability, and effective stewardship of public funds throughout the procurement and contract administration process. 17.Monitors approved local and state capital budgets and associated capital improvements programs, including transfers and supplementals.18. Assists in the allocation of resources for the office, including staff and funds for contracting, materials, staff development, and furniture/equipment. 19. Supports Capital Improvements Program (CIP) preparation and budget development activities related to procurement and contract administration, including assisting with required documentation, maintaining contract and procurement data, and ensuring the accuracy of information used in the CIP submission. 20.Provides supervision and leadership for the Office of Facilities Management. 21.Responds to inquiries from state delegates, the Interagency Commission on Public School Construction (IAC), and other governmental agencies regarding MCPS capital budget and state school construction matters. 22.Works independently to prepare recommendations and fiscal impact information for the associate superintendent of OFM, Executive Staff, and the superintendent of schools. 23. Provides technical information for executive work sessions, prepares data analysis and reports, and writes correspondence.24.Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending strategies to the Deputy Chief and Executive Staff. 25.Serves on committees or work groups as designated by the Deputy Chief. 26.Prepares reports and presentations to the Board of Education, County Council, and other groups and organizations. 27.
