SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction oversees, proposes, and develops information, policies, and procedures related to all facets of safety in Montgomery County Public Schools (MCPS); assists schools, offices, departments, directors, supervisors, and managers in the preparation and implementation of safety and injury prevention including implementation of safety in curriculum/instruction; provides an informational and educational program on behalf of student and employee safety; evaluates and revises all safety policies and procedures. Coordinates the overall systemwide safety program for MCPS. Responsibilities include compliance with applicable state and federal safety and health regulations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of occupational safety and health including knowledge of concepts of human behavior and knowledge of federal, state, and local/county laws and regulations including occupational safety and health (Occupational Safety and Health Administration [OSHA] and the Maryland Occupational Safety and Health [MOSH]), safety training requirements, and OSHA recordkeeping requirements for hazardous chemicals and other materials, blood borne pathogens, occupational injuries and illnesses, etc. Knowledge and experience dealing with occupational /worker safety, environmental safety, traffic and pedestrian safety, play equipment safety, fire safety, facility safety, electromagnetic fields, and blood borne pathogens issues. Ability to provide information and educational programs on behalf of supervisor, staff/employee, and student safety. Excellent organizational ability; excellent training, oral and written communications, and human relations skills. Ability to develop and maintain an effective systemwide safety program for MCPS. Ability to supervise employees in the Systemwide Safety Programs team/unit, Department of Facilities Management; ability to oversee and provide direction and guidance to department/division directors, principals, supervisors, managers, employees, and students regarding safety in MCPS.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with an emphasis in health and safety preferred. Specialized training courses/workshops in various facets of safety and environmental health. Related degrees in industrial engineering/safety or industrial hygiene will receive consideration. Considerable experience in the development and administration of comprehensive safety and environmental health programs, preferably in an educational setting. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: CPR/AED certification; Certified Playground Safety Inspector (CPSI) certification
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to evaluate safety concerns at schools/facilities (roofs, auditoriums, catwalks, etc.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency work requirements at any time.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Proposes initiates, oversees, and implements policies related to all facets of safety in MCPS that include staff, students, administrators, and school patrons/visitors safety.

Develops or assists in the development of employee safety and director/supervisor safety programs for support professionals.

Responsible for total systemwide safety programs for all employees and students, including providing direction and guidance on safety compliance and safety training for departments, divisions, units, offices, schools, and the school community.

Collaborates with the Department of School Safety and Security as needed.

Provides guidance and direction to safety committees (MCPS safety committees, employee association safety committees, school safety committees) and acts upon recommendations. Works closely with Service Employees International Union Local 500, Montgomery County Education Association, and Montgomery County Association of Administrators and Principals in safety and occupational health related matters. Chairs MCPS safety committee.

Serves as MCPS representative to the County Child Fatality Review Team (CFRT) and to the School Health Council (SHC). Works closely with the County Health Department and County Environmental Protection, County fire and rescue services and local fire departments, and the Office of the Fire Marshal in fire safety planning and fire code compliance.

Serves as the MCPS Automated External Defibrillator (AED) coordinator that oversees the high school AED program.

Serves as a liaison between MCPS and local, state, and national agencies and institutions regarding MCPS systemwide safety programs and safety related compliance issues.

Works with the MCPS Division of Construction and the Montgomery County Government fire and rescue services personnel in developing plans for new and modernized buildings to ensure that safety and health features are built into new schools and renovated/modernized facilities.

Provides guidance and serves as a consultant on design of playgrounds, auditoriums, traffic patterns, and signing. Performs final inspections of new play equipment systems and playgrounds to ensure compliance with the Consumer Product Safety Commission.

Evaluates/analyzes safety injury/accident data, including safety inspections and safety violations data from schools and departments/divisions and information contained on accident reports/first reports of injuries from both students and employees. Initiates proper follow-up action and safety compliance based on the data, including safety training sessions as necessary to eliminate accidents, reduce/eliminate occupational injuries, and ensure compliance with applicable safety regulations.

Keeps abreast of the research in safety and occupational health and the latest educational materials and literature regarding occupational safety and health; assists in obtaining appropriate literature, reports, and other materials for teachers, support professionals, and others as appropriate.

Works with MCPS Department of Transportation, Montgomery County police officials, and Montgomery County traffic engineers concerning traffic safety and pedestrian safety on or near school grounds.

Serves on numerous committees such as the Child Fatality Review Team (CFRT); School Health Council; MCPS safety committee; union safety committees; DOT Bus Accident Review Board; department/division, and school safety committees, MCPS indoor air quality steering committee, Safe Kids Coalition.

Serves as lead MCPS systemwide safety program interpreter to the community, i.e. playground safety, OSHA /MOSH safety compliance, hazardous chemicals, blood borne pathogens, methicillin-resistant Staphylococcus aureus (MRSA), employee and facility safety, and weather emergency planning.
