WORKING TITLE: Team Leader, Procurement Unit GRADE: M MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Department of Materials Management (DMM) director, supervises and evaluates procurement unit personnel, Oversees and manages purchasing of supplies, equipment, and services for the operation of schools and offices. Serves as a lead technical expert in procurement of all types of complex goods or services for MCPS. Reviews, analyses, and monitors all Request for Proposals (RFPs) and bids of the buyers; the financed lease/purchase agreements; and the legal and financial requirements for all solicitations. Liaises with attorneys representing both MCPS and vendors. Serves as Montgomery County Public Schools (MCPS) representative at Council of Governments (COG) and Interagency Procurement Coordinating Committee (IPCC) meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of a wide variety of material, equipment, and services necessary for the efficient and effective operation of a public school system. Extensive knowledge of the laws, customs, processes, and procedures involved in procurement. Ability to analyze complex procurement activities and recommend action. Excellent written and verbal communication skills, Ability to effectively communicate with all business partners, MCPS employees, and other government agencies. Ability to lead and supervise unit staff members. Considerable skill in dealing effectively with program users and supplier representatives. Highly skilled in writing and analyzing RFPs, bid quotations, and in making recommendations concerning awarding of contracts. Ability to manage and develop staff. Requires excellent technical, interpersonal and communication skills. Ability to effectively manage time, define and prioritize multiple tasks, meet deadlines, and maintain business and financial operating records confidentiality and prepare reports. Proficient in Microsoft Office software. Knowledge and application of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with a degree in business administration, finance, accounting, or a related field preferred. Graduate coursework and/or management/supervision classes preferred. Considerable increasingly responsible experience in procurement, including a minimum of 2 years supervisory experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must possess certification as a Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO).

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares Board of Education materials for contract awards.

Responds to questions from MCPS staff and vendors related to the purchasing and contractual management of materials and services as administered through the Procurement Unit.

Reviews Requests for Proposals and bid specifications for commodities and services to be purchased, edits requisitions, and confers with MCPS staff regarding requirements and specifications.

Reviews recommendations for purchase of items solicited through the RFP or bid process and recommends alternative items to reduce cost or improve delivery time.

Collaborates with Procurement Unit staff to maintain maximum competitive structure for solicitations to ensure most reasonable cost, conducts life-cycle cost analysis to determine costs over the life expectancy of products, and evaluates quotations to ensure specifications of bid are met and determine low bidder.

Evaluates quotations to insure specifications of bid are met and to determine low bidder; may test or assist in testing supplies and equipment offered by suppliers; makes recommendation concerning awarding of contracts, providing background data when recommending other than the low bidder.

Oversees the administration of contracts and handles adjustments with suppliers.

Reconciles differences between MCPS and vendors, including bid protests.

Collaborates with MCPS attorneys concerning legal and financial requirements as applied to contracts/contractors.

Signs contract documents within limit of signatory authority.

Attends monthly meetings of Council of Governments (COG) and Interagency Procurement Coordinating Committee (IPCC).

Advises the director of DMM of potentially controversial matters and far-reaching implications of rendered decisions.

Assists director with hiring and training of new employees; serves as evaluator and sits with director during employee performance interviews.

Performs related duties consistent with the scope and intent of the position.
