SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director, Division of Construction, provides leadership, support, and coordination for the day to day operations of the field construction and project management staff. Provides leadership for process management, coordination of resources and supports, and the design and implementation of readily accessible resources, tools, and programs. Carries out directives from the Director to work with schools, staff in the central office, and members of the community. Coordinates a variety of operational activities. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective office management and current project management methodologies, business practices, business English, spelling, general vocabulary, computational skills, and the organization and functions of the major units of Montgomery County Public Schools. Ability to perform, without direct supervision, continuing assignments requiring the organization of materials and preparation of reports. Ability to use resourcefulness and tact, recognizing established precedents and practices, when making decisions and solving problems. Ability to use computers and related technologies to schedule and track office assignments, to produce letters and reports, and to complete other complex word processing and data management tasks. Ability to quickly learn Montgomery County Public School (MCPS) policies, regulations, and practices. Excellent technical oral/written communications, organizational, and human relations skills. Considerable knowledge in capital budget development analysis and techniques for managing resources. Ability to communicate on behalf of the Director of Construction to other directors, principals, and appropriate MCPS staff.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in school or business administration, or related field. Masters preferred. Considerable experience in office administration or leadership position with responsibility for coordinating and tracking projects. Five or more years experience in data analysis, capital budget development and analysis, management of financial resources, and effective interaction with school system administrators, school board members, and the public. Progressive management experience dealing with multiple projects and diverse teams. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

Manages division activities in the absence of the director.

Supervises and oversees the daily work of the construction and project management team.

Represents the division at various departmental, cross functional meetings as required.

Develops and implements computer programs to manage system wide performance data.

Develops and maintains the website for the division.

Evaluates and directs the work of supervisory personnel.

Trains staff in effective use of data and technology tools, and process improvement methodologies.

Prepares reports, draft responses to customer complaints and requests.

Analyzes data and make recommendations to the director to improve services.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

Performs related duties consistent with the scope and intent of the position.
