SUMMARY DESCRIPTION OF CLASSIFICATION: The Team Leader, Division of Maintenance and Operations (DMO) assists the director in the planning and execution of a variety of programs, projects and activities related to maintenance, custodial, grounds keeping and facility system functions for all Montgomery County Public Schools (MCPS) facilities. Develops and sustains a system of delivering high quality, high performance products and services. Analyzes staffing patterns and serves as the liaison with the Office of Human Resources. Supports the development of and manages annual budgets. Assists with the development and implementation of process and procedures to increase efficiency, productivity, and overall effectiveness of the division. Effectively leads the division in the systems commitment to equity and excellence for all staff and students. Supports the implementation of new technology and monitors for operational effectiveness. Assists with the implementation of the Professional Growth Systems through the training, supervision and evaluation of staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective process and procedures of facilities maintenance and operations. Knowledge and experience in facilities maintenance and operations planning and management. Ability to perform, without direct supervision, continuing assignments requiring the organization of labor and materials. Ability to lead, train and professionally develop staff. Ability to implement division wide common systems and designing work processes and measurements to align with the Department of Facilities Management initiatives. Possess and display positive leadership traits, good human relations skills and competent oral and written communication skills. Thorough knowledge of MCPS policies, regulations, and practices.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university in engineering, business administration, or related field. Progressive management experience dealing with multiple projects and diverse teams. Knowledge of and experience in facilities maintenance management required.
CERTIFICATE AND LICENSE REQUIREMENTS: Must possess a valid motor vehicle driver¿s license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work beyond a 40-hour work week as required.

Provides leadership, guidance and support to staff the Division of Maintenance and Operations on all tasks, including custodial work, maintenance, grounds, and equipment.

Assess and prioritize daily maintenance and operation¿s needs.

Develops, formalizes, and implements both short- and long-term plans, goals, and objectives.

Assists in oversight of all processes related to the mission and vision of the division to ensure efficient and effective delivery of service to customers.

Supervises and evaluates the performance of assigned personnel.

Assists with the development and management of annual budgets and performance measures.

Leads maintenance and operations staff and activities during emergency conditions.

Communicates with other administrators, personnel, and external organizations to coordinate activities and programs.

Facilitates and leads process improvement teams.

Assists with the implementation of tools and technologies to improve division wide performance.

Communicates effectively both orally and in writing.

Represents the division at various departmental and cross-functional meetings as required.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

Performs other related duties as assigned.
