SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, oversees, supervises, and manages the preparation, completion, and implementation of the Department of Transportations (DOT) annual budget, associated units's budgets, and annual school bus lease/purchase, including associated state-funded programs. Responsible for all functions and activities associated with obtaining, processing, and tracking school bus aid and related state-funded programs. Responsible for monitoring, analyzing and suggesting improvements in school bus route fiscal efficiency. Coordinates all fiscal and other data for the department. Keeps the director of the DOT apprised of matters related to the budget, finances, and other operational issues. Works independently to prepare recommendations and fiscal impact information for the director of DOT, Executive Staff, and the superintendent of schools. Ability to interface with DOT operational software and coordinate with various units to collect, analyze and present data on the following, but not limited to; Medicaid reimbursement for student related transportation services, route operations, Field Trip Enterprise fund, driver and attendant hiring metrics, and Fleet Maintenance repair, fuel, and parts costs. Serves as the MCPS primary fiscal manager for the school bus electrification contract and other major initiatives with fiscal impact. Provides supervision and leadership of the budget team. Prepares correspondence in response to requests from members of the Board of Education, parents, or other citizens. Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending planning and budgetary strategies to the director and Executive Staff. Nature of the work requires interaction with MCPS Executive Staff, Board of Education (BOE), County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures, and management analysis techniques. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary problems. Demonstrated ability to extract and analyze data and complex problems, and to prepare effective reports and correspondence. Ability to work effectively with other MCPS departments and stakeholders. Ability to supervise and lead fiscal team. Good user knowledge of computerized information systems. Excellent communications and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with a major in finance, accounting, public or business administration, or related field. Masters degree desirable. Considerable responsible work in public sector planning, budget preparation, finance, and/or administration. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manages the preparation, development, and completion of the DOT annual budget
2. Lead financial monitor for school bus electrification contract, coordinating with vendor/s to ensure timely and accurate contract developments.
3. Oversee completion of annual school bus lease/purchase.
4. Compile, analyze and present key data sets from various units throughout DOT. Monitor financial trends within the department as well the transportation industry.
5. Works independently to prepare recommendations and fiscal impact information for the director of DOT, Executive Staff, superintendent of schools, and the BOE.
6. Provides technical information for executive work sessions, prepares data analysis and reports, and writes related correspondence.
7. Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending strategies to Director and Executive Staff.
8. Oversees collection and submissions for student transportation related Medicaid reimbursement.
9. Oversees the preparation of the operating budgets for the department; including units and programs within the department.
10. Participates in the preparation of financial reports by the fiscal team to advise the director of critical financial information.
11. Assists in the allocation of resources for the office, including staff and funds for contracting, materials, staff development, and furniture/equipment.
12. Provides supervision and leadership for the DOT fiscal team.
13. Leads fiscal team analysis of department accounts on a monthly basis and informs the unit heads and director of deficit or surplus situations created by position vacancies or supply and equipment price increases/decreases.
14. Coordinates DOT response to MSDE, Legislative, internal, and other audits.
15. Provides leadership in developing improved fiscal management information available to the director of DOT.
16. Serves on committees or work groups as designated by the director of DOT.
17. Prepares reports and presentations to the Board of Education, County Council, and other groups and organizations.
18. Attends meetings as assigned by the director of DOT.
19. Performs related work as required.
