SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the supervisor of the Enterprise Resource Planning (ERP) Program Management and Support Unit in the Department of Business Information Services, the incumbent serves as the organizational change management lead for the coordination and implementation of business management and enterprise systems. This includes, but is not limited to developing, managing, and supervising activities related to change management, communication, and training required for technology implementations of enterprise business applications and their life cycle management. The OCM Team Leader will play a key role in ensuring that objectives of technology implementations and upgrades of ERP business systems are realized on time and on budget by focusing on the people side of change associated with changes to business processes, systems and technologies, job roles, and organization structures. The OCM Team Leader is responsible for creating and implementing highly-effective change management strategies and plans that maximize employee engagement, adoption and usage of new technologies, and that minimize resistance to change. This position will provide leadership, development, and supervision for the communications and training support staff in the ERP Program Management and Support Unit.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices, and techniques of business management and technology project management is required. A solid understanding of how people perceive, navigate, and adapt to technology-related and business process changes in the workplace. Anticipate and recognize potential obstacles and mitigate risks. Must have thorough knowledge of and ability to implement organizational change management methodologies and best practices. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Mastery of advanced Excel functions, statistical compilation, data validation and analysis required. Knowledge of industry standard tools and applications (e.g. Zoom, WebEx, Microsoft Teams, Google apps, and Microsoft 365) is a plus. Knowledge of and ability to interpret and communicate Montgomery County Public Schools (MCPS) policies, regulations and procedures, as well as local, state, and federal mandates as they relate to MCPS operations and business management and enterprise systems operations. Ability to administer and apply continuous improvement principles and to communicate effectively using coaching strategies and techniques with MCPS staff and others. Excellent problem solving and root cause identification skills. Excellent active listening, oral and written communications, and human relations skills. Excellent organizational, communication, and interpersonal skills. Knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) and the Supporting Services (SEIU) Professional Growth System (SSPGS). Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university required, with a preferred major in business operations management systems, communications, human resources management, business information systems, or a related field. Training in project management preferred. Extensive experience with project and process management in deploying enterprise level technology systems for business management and enterprise systems. Minimum of five (5) years outstanding public school experience in business management/operations, and leadership experience required. Experience with Prosci/ADKAR Model is a plus. Experience with project management tools and phases of the project lifecycle preferred. Experience with large scale change management related to Enterprise Resource Planning projects is a plus. Extensive experience with business systems and organizational software required. Considerable experience using Microsoft Office (Excel, Power Point, and Word) is desirable. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Project management and/or change management certification preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership in project and process management, coordination of resources and supports, and the implementation and life cycle management of business enterprise systems designed to provide operational excellence for MCPS schools and central offices.

2. Serves as change management lead on ERP implementation projects and works collaboratively with project management leadership as a member of the project management office (PMO) to support project teams and meet project goals according to established timelines and budget.

3. Identifies stakeholders, develops change management strategies, and implements the change management plan for ERP implementations. Conducts sessions with users and stakeholders to identify requirements, gather feedback, and provide communication on progress.

4. Engages users in change management processes leading to customer acceptance and satisfaction with solutions.

5. Supports the design, development, delivery and management of communication plans related to ERP implementations.

6. Provides input, documents requirements, and supports the design and delivery of training programs related to ERP implementations.

7. Develops organizational readiness assessments and monitors readiness throughout the ERP implementation projects. Defines and measures success metrics and monitor change progress

8. Documents change impacts related to ERP implementation projects, as well as additional changes in organizational structures, work environments, policies, management processes, etc. required to enable and support ¿to be¿ business processes.

9. Develops transition plan for human and organizational impacts of ERP implementation projects, post Go Live support and regular review of utilization, functionality, and process impacts.

10. Provides updates to MCPS leadership, steering committees, and stakeholders.

11. Works closely with key functional and technical product owners and subject matter experts.

12. Works closely with project managers, vendor staff, and key product leads.
13. Serves as a coach for senior leaders and executives to help them fulfill the role of change sponsor.

14. Supports and coaches all levels of administrators, supervisors, and managers as they help their staff through business process changes and transitions.

15. Resolves conflicts arising with teams, product direction, decision making, etc.

16. Coordinates and facilitates quarterly business reviews related to ERP implementations to understand any pain points and to identify and address any additional training needs or gaps in new processes.

17. Provides guidance, resources, and a continuum of support including professional development for communication and training support staff in the ERP Management and Support Unit.

18. Performs related work as required.
