SUMMARY DESCRIPTION OF CLASSIFICATION: Under limited guidance from the director of the Division of Sustainability and Compliance, the Team Leader, Sustainability administers systemwide sustainability programs, projects and activities to implement Policy ECA, Sustainability, across the office and throughout the school system. Leads teams of MCPS staff and consultants to achieve goals of various sustainability programs and initiatives; supervises and oversees implementation work and evaluates MCPS employees Coordinates MCPS plans, development, implementation, analysis and reporting. Develops and sustains a system of delivering high quality, high performance products and services. Work includes, but is not limited to budget development and management, infrastructure improvement projects, utility procurement, efficiency and use reduction, expansion of clean energy, fleet, and enabling culture change. Collaborates with student groups, school leaders, outside agencies, elected officials and community. May participate on interagency committees, public boards and commissions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of national and regional conservation and sustainability laws and regulations, guidelines, standards, programs and best practices; including climate action, energy procurement and efficiency, clean energy, resiliency and methods used to implement sustainability programs within a complex organization. Working knowledge of application of County, State and Federal laws, codes, and regulations regarding contracts, waste management, sustainable construction, etc. Ability strategize and execute novel programs. Excellent communication and interpersonal skills with proven supervisory ability. Ability to effectively prioritize and lead teams, manage multiple programs and teams, coordinate with cross-disciplinary organizational units; collaborate with others in order to gain agreement; establish and maintain effective working relationships with a diverse workforce and community and with all levels of staff. Ability to communicate effectively orally and in writing; demonstrate effective public speaking and interpersonal communication skills, including the ability to communicate effectively in technical and non-technical terms. Skill in personnel, financial, and administrative management. Ability to implement division wide systems and design work processes and measurements to align with the Department of Facilities Management initiatives. Ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Ability to quickly obtain knowledge of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS). Knowledge of MCPS policies, regulations, and practices preferred.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited university a related discipline, such as environmental or biological sciences, engineering, or sustainability. Master's degree desirable. Six years of progressively more responsible experience, some of which shall have been in a supervisory or leadership capacity and progressive management experience dealing with multiple projects and diverse teams. Experience in leading change and developing novel approaches while complying with rapidly changing county, state and federal legislation. Experience in effective interaction with school system administrators, staff, students and the public preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C driver's license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties of the position, may involve visits to construction sites and climbing ladders to access rooftops.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must work overtime as required and occasionally attend evening or weekend Board of Education, committee, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assists with the development of short- and long-term objectives and develops and executes comprehensive multi-year action plans and effective solutions.
2. Manages capital and operating budgets. Recommends wholesale and deregulated utility expenditures.
3. Collaborates with offices, divisions and across school system to update policies and regulations to infuse sustainability in all areas and operational procedures. Coordinates actions to mitigate climate change, energy use, water conservation, recycling, transportation choices, greenhouse gas emissions, and building design and serves as a resource for employee and community education.
4. Leads teams of staff and consultants on a variety of systemwide facility improvement projects including but not limited to school and office -based teams implementing renewable energy systems installation/ management, utility efficiency, building automation systems, resiliency, electric vehicle charging and other green building/construction initiatives. Uses innovation and creativity to develop plans and strategies to keep pace with rapidly changing technology and regulations.
5. Prepares and delivers presentations, memos and annual program reports that measure progress using established indicators. Responsible for staff and contractors producing timely cyclic and ad hoc systemwide reports including, but not limited to Sustainability Efforts, Greenhouse gas emissions, Sustainability Resource Conservation Plans, Energy, Waste and Water Reduction Programs.
6. Partners with vendors and community partners to furthering green initiatives
7. Oversees development of systemwide training and communications plans, including webpage and printed materials and supports opportunities for staff, student and community involvement and engagement. Guides staff that plan, coordinate, and conduct extensive research, marketing and educational efforts to promote sustainability and environmental awareness and initiatives
8. Monitors and evaluates the effectiveness of sustainability programs, and recommends changes to close strategic gaps
9. Collaborates with the office of curriculum as needed to support board policies and regulations
10. Tracks sustainability strategies' financial efficiency and overall effectiveness. Monitors expenditures, conservation actions, and cost savings when implementing climate change solutions.
11. Coordinates with student representatives, and implements systems to support staff and student action to mitigate the impacts of climate change.
12. Provides technical guidance and expertise to staff working on sustainability committees and action teams; serve on other committees to support the County in pursuit of sustainability while providing efficient and cost effective and waste reduction and recovery program to protect the environment and preserve natural resources.
13. Develops and tracks performance measures in line with the school system's strategic plan.
14. Participates in the recruitment, screening, selection, assignment, supervision, and evaluation of personnel assigned.
15. Identifies and assists in the preparation of grant applications; secure funding for special studies; prepares requests for proposals (RFP); participates in selection of contractors and consultants.
16. Represents the department on advisory boards, work groups and intergovernmental committees related to sustainability.
17. Performs related work as required.
