SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, leads a team of specialists that perform environmental health inspections including air quality investigations in MCPS schools and other facilities, recommending corrective actions where needed. Teams apply industrial hygiene principles to problems of ventilation, toxic vapor, chemical storage and disposal, worksite practices, and worker protective measures, conducting surveys involving collection of asbestos samples and checking for lead in drinking water. Incumbents oversee the work of contractors, monitor expenditures, and provide technical guidance and advice to team members
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of health and related sciences as applied to the investigation and correction of environmental health problems; working knowledge of established technical standards, inspection techniques and analytical methods applicable to the investigation of environmental health hazards and use of sampling and instrumentation/testing equipment; working knowledge of industrial hygiene principles; working knowledge of County, State and Federal laws, standards and regulations governing safety and environmental health standards. Ability to lead environmental health investigations, propose effective solutions and prepare detailed reports and analyses. Ability to read architectural plans and blueprints to evaluate compliance with applicable laws, codes and standards relating to the AHERA law and evaluation of HVAC systems. Excellent communication and interpersonal skills with proven supervisory ability. .
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in industrial hygiene with at least eight semester hours in chemistry; other coursework in scientific disciplines applicable to field of occupational and environmental health. Experience in environmental health investigation work, including monitoring asbestos abatement projects under AHERA standards, complying with county, state and federal environmental health laws; i.e., hazardous waste, hazardous chemicals; experience in using sampling and instrumentation testing equipment, preparing technical reports based upon analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class D driver's license or equivalent. Accreditation under AHERA standards as (1) asbestos inspector/management planner and (2) worker/supervisor.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to work in dirty, dusty and uncomfortable conditions and perform work requiring considerable walking, climbing, inspecting and carrying of test/monitoring equipment.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Use of personal vehicle to carry out position duties and responsibilities. Ability to respond to emergencies. Use of self-contained breathing apparatus and other safety equipment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads a team that conducts indoor air quality investigations, collects and evaluates data and recommends corrective actions.

Conducts industrial hygiene surveys of school facilities, bus depots, science labs and chemical storage areas, consisting of: ventilation measurements, toxic vapor exposure, work practice observations, chemical storage and disposal, worker protective equipment, and violations of safety and health standards.

Conducts asbestos surveys to collect asbestos samples for laboratory analysis, and maintains survey records.

Collects water samples from school water coolers, wells and fountains to analysis for lead.

Conducts training of employees on asbestos awareness, right-to-know, and related environmental health topics.

Orders industrial hygiene equipment and reference materials.

Responds to emergencies concerning chemical spills or injured students or employees.

Meets with school bodies and other agency officials regarding environmental matters. Performs related work as required.
