SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Department of Financial School Support director, supervises and evaluates the department’s fiscal assistants. Provides support and leadership related to the financial management of K-12 resources and management or other aspects of the school system budget related to schools. Responsible for providing comprehensive and accurate financial information to enable the school system to plan and take appropriate management action related to the K-12 and other related budgets. Manages and problem-solves day-to-day operational matters of the department including serving as a facilitator for system-wide workgroups, and working with school and other offices on matters related to financial operations and management. Provides leadership for process management and the design and implementation of readily accessible resources, tools, and programs to help school fiscal agents and principals understand and manage their fiduciary responsibilities. Serves as the central services liaison and support for the school business administrators and data inquiries. Leads mentoring, training, and supports for new school fiscal agents, along with refresher trainings for current financial agents. Provides leadership and coordination for the annual process of recruiting, screening, and hiring a diverse candidate pool of highly qualified school business administrators and school fiscal agents. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Occasional overtime, some night work and some weekend work may be required. Ability to travel to schools and offices to provide training and support.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices, and techniques of financial management, specifically in accounting, human resources, budgeting, financial systems operations, maintenance, reporting, financial data integrity, and business performance planning. Thorough knowledge of MCPS structures, processes, administration and business operations, policies and procedures, and organizational and leadership theory. Knowledge of and ability to interpret and communicate school system policies, regulations, and procedures, as well as local, state, and federal mandates as they relate to school business and financial operations. Extensive experience in developing financial system budget reports and inquiries, ensuring data reliability, accuracy, and availability, and interpreting financial data needs of MCPS financial staff. Ability to perform statistical compilations, computations, and data analysis. Ability to administer and apply continuous improvement principles to automated financial systems. Ability to communicate effectively using coaching strategies and techniques with MCPS staff and others. Excellent problem-solving skills. Ability to work effectively with administrators, staff, and other stakeholders to resolve a variety of questions and issues. Excellent organizational, communication, and interpersonal skills. Knowledge of or ability to quickly learn and apply the Professional Growth Systems (PGS) established for the Supporting Services (SEIU) Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree from an accredited university with a preferred major in business administration, finance, accounting information technology, or a related field. Extensive experience with budget development, financial systems operations and maintenance, data integrity, and business acumen. Outstanding finance administration and business leadership experience in public schools required. Administrative or supervisory experience required. Financial system implementation experience is preferred. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial class C driver’s license, or equivalent.

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the principle job elements.Ensures that primary and subsidiary financial systems operations and maintenance activities are managed to ensure data integrity is reliable, defensible, and timely.Ensures financial system output remains current and available for MCPS financial analysis, business decision-making, budget execution and formulation, and financial reporting.Provides/develops/produces necessary financial/budget reports and responds to data requests for director, central office programs, executive staff, and community partners.Provides guidance, resources, and a continuum of support including support and training of financial staff, MCPS administrators, and school staff regarding business operations, financial data analysis, and internal controls.Responsible for supervising the department’s daily operations and activities of the fiscal assistants.Provides facilitative leadership for system-wide projects, committees, and workgroups.Serves as liaison between all MCPS financial staff with respect to system-wide business and financial activities.Provides guidance and support to school business administrators, school fiscal agents, and principals with financial and operational tasks in schools.Serves as liaison between school staff and central office with respect to fiscal and operationalactivities in the school.Conducts financial accounting activities for the K-12 budget (and other budgets as needed).Provides support to schools and offices with fiscal procedures including extracurricular, activity buses, allocations, use of substitutes, procurement, travel, and consultants.Supports the staffing process by maintaining records and communicating changes.Performs related duties consistent with the scope and intent of the position.
