SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the guidance of the director of the Department of Planning and Construction, provides leadership, coordination, and support for a variety of special projects in the areas of HVAC, roofing, relocatable classrooms, playgrounds and site amenities, elevators and lifts, program interior modifications, improved safe access, and other smaller capital improvements and systemic improvements for Montgomery County Public Schools (MCPS) facilities. Oversees the development of architectural and engineering plans, specifications and cost estimates prepared by consulting engineers and architects for limited renovation and systemic projects, ensuring compliance with applicable building codes and standards. Serves as a local leader to inspire, represent design excellence, and reinforce core values of the division and overall school district. PHYSICAL DEMANDS: Ability to climb ladders and inspect roofs. as required by the duties and responsibilities of the job. SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability to attend meetings and site visits outside of regular working hours as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of architectural principles and practices and their application to public sector construction, specifically K-12 education. Thorough knowledge of applicable building codes and standards, ordinances, and regulations. Strong understanding of sustainable design, the market, industry trends, and industry leaders. Demonstrated technical skills on capital projects, alterations, and systemic improvement projects. Exceptional leadership, communication, and team-building skills. Ability to prioritize ongoing and multiple projects, to address multiple tasks, technical issues, and contingencies at the same time, to establish and maintain effective working relationships with school administrators, central office staff, consultants, and contractors. Is able to gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited university with a preferred major in architecture, mechanical, electrical, or civil engineering, or construction management. Master’s degree highly desirable. Preference for possession and maintenance of a Professional Architect or Engineers License is strongly desirable. Experience in architectural or engineering planning, demonstrated leadership skills, and ability to work with a variety of stakeholders. Familiarity with permitting requirements and applicable local, state, and international commercial building codes. Familiarity with sustainable design. Organizational skills, meticulous attention to detail, database management, and budget development. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a non-commercial driver’s license.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.Oversees the development of architectural, civil, electrical, plumbing and mechanical systems plans, specifications and cost estimates prepared by consulting engineers and architects, ensuring compliance with applicable building codes and standards.Prepares and recommends six-year project needs and cost estimates across multiple funding categories for inclusion in the Capital Budget and Capital Improvements program.Responsible for maintaining and updating projected project lists across funding categories and refinements according to shifting needs.Works closely with the Department of Facilities Management fiscal team and the Division of Procurement to ensure that requests for proposal and bids are updated and renewed and negotiates fee proposals from architectural and engineering firms.Reviews bid documents and submittals.Supervises facilities managers and their respective teams to ensure that work assignments are made and carried out on time and with ample communication to school administration along key steps in the process from initial reviews through design, plan review, bidding, preconstruction, construction, and closeoutResponsible for ensuring that projects eligible for state funds and grants opportunities receive that funding and for reviewing state submissionsEnsures that project spending is done in as fiscally responsible a manner as possible while following established Procurement guidelines and procedures by looking for opportunities to combine projects, bidding strategies, and other means.Takes a proactive approach by working closely with the Planning and Real Estate Management teams and Design and Construction Teams to ensure that schools’ needs are met that require systemic and building modifications and program improvements projects or interim capacity through relocatable classrooms and prioritizing needs based on multi factor analysis.Attends permitting pre-submittal meetings with Facilities managers and project managers and individual project pre-bid and preconstruction meetings as needed.Works closely with the Design Supervisor and Facilities Architect to ensure that design standards and specifications are consistent for systems structures. Reviews, edits, corrects, and interprets drawings, plans, and specifications.Works on a variety of K-12 projects from design through construction administration.Serve as the division’s primary point of contact for the CMMS trainings and assignments for team members and collaborates with the maintenance team for coordination and when reconfiguration and training is warranted.Leads team meetings for facility project requests and ensures that processes are followed and improved.Prepares reports and makes presentations to community groups, senior management, the Board of Education, and other public officials, relating to assigned projects.Provides technical assistance and support to building maintenance operations, and for in-house projects involving alterations to existing installations.Coordinates design phase studies, reports and field surveys.Responsible for seeking out professional development opportunities for team staff.Ensures the operational efficiency of the Special Projects Team by developing efficient processes, targets, and performance measures to assess results such as by tracking change orders.Schedules, facilitates and conducts community meetings with users and project design professional as needed.Serves as the department’s liaison for Community Use of Public Facilities, Montgomery Parks, and the Montgomery County Department of Transportation.Ensures that meticulous project records are maintained, shared with maintenance and operations, and archived.Makes presentations to community groups, senior management, the Board of Education, and other public officials, relating to assigned projects.
