Summary Description: Under direction of the Department of Compliance and Investigations (DCI) director, supervises, coordinates, and manages various Americans with Disabilities Act (ADA) accommodations for staff members, and those who are deaf or hard of hearing (D/HOH). This includes oversight of sign language interpreting requests, cued speech transliteration services for staff members who are deaf or hard of hearing (D/HOH), and other ADA accommodation equipment requests. Key responsibilities include developing and adjusting interpreter schedules/assignments to meet changing staff needs; coordinating services with outside agencies; collaborating with the MCPS Special Education Department of Deaf and Hard of Hearing (D/HOH) program staff to determine staff needs; coordinating and conferring with attorneys and administrators to ensure services align with state and federal requirements; and evaluating service quality and resolving daily operational issues involving ADA-related activities. The Team Leader also manages related budgets, reviews and processes invoices, oversees procurement of accommodation equipment, ensures high-quality service delivery, and other duties as assigned. An employee in this classification is expected to operate under general instructions/guidelines which require the use of considerable independent judgment and exercise of initiative in carrying out program duties and responsibilities. The more complex problems and issues and policy matters are referred to the supervisor.

KNOWLEDGE SKILLS ABILITIES: Knowledge of the field of interpreting, including sign language, oral, and cued speech interpreting. Considerable knowledge and understanding of deaf education and culture. Knowledge of ADA and the Americans with Disabilities Act Amendment Act (ADAAA) regulations, disability accommodations, and accessibility standards. Knowledge of the MCPS curriculum K – 12 and MCPS system processes. Considerable ability to work with staff members who are deaf or hard of hearing, and to work collaboratively to provide a broad range of assistance to staff members. Ability to effectively coordinate and manage interpreters and scheduling for deaf and hard of hearing staff members. Excellent expressive and receptive interpreting skills. Excellent human relations and communication skills. Thorough knowledge of a wide variety of material, equipment, and services necessary for efficient and effective delivery of accommodations. Knowledge of the laws, customs, processes, and procedures involved in procurement. Ability to analyze complex procurement activities and recommend action. Ability to effectively manage time, define and prioritize multiple tasks, meet deadlines, and maintain business and financial operating records confidentiality and prepare reports. Education Training Experience: Bachelor’s degree from an accredited college or university required, preferably with a degree in business administration, finance, accounting, human resources or a related field. Minimum of two years of experience as an interpreter for the deaf or hard of hearing. Considerable knowledge and/or coursework of American Sign Language. Experience in procurement, accounting and/or budget management. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License: Possession of an interpreter or translator certificate from Registry of Interpreters for the Deaf (RID) highly preferred. |
DUTIES AND RESPONSIBILITIES:Example Duties: Schedules interpreting services for staff members with deaf and hard of hearing accommodations. Serves as the primary source of contact for employees with D/HOH needs. Manages and processes the invoices from outside agencies and internal offices that provide interpreting services. Orders equipment requested by the coordinators and director, in relation to ADAAA accommodations. Coordinates delivery for ADAAA equipment. Collaborates with procurement. Schedules ADAAA interactive process meetings with coordinators. Acts as liaison between the employees, contractors, and DCI. Observes and evaluates interpreting services to provide recommendations for services. Provides reports based on the observations. Tracks and maintains contracts for interpreters. Provides American Sign Language interpreting services as needed. Manages budgets related to ADA/ADAAA requests; reviews and processes invoices; collaborates with the Department of Procurement; oversees procurement of accommodation equipment, and ensures high-quality service delivery. Maintains knowledge of state and federal requirements for ADA/ADAAA; confers and coordinates with attorneys to ensure compliance with ADA/ADAAA and relevant regulations. Resolves operational and logistics issues concerning ADA/ADAAA, equipment and services. Confers with the Department of Facilities Management in ADA accommodations/modification matters. Serves as a resource for staff with disabilities or impairments. Assists with case management for ADAAA requests. Supports, assists, and provides information to DCI staff for ADA/ADAAA grievances and other related matters. |
