SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Office of Finance (OOF) Associate Superintendent of Finance), provides leadership, coordination, and maintenance support, and financial data analysis for the budget, financial, and school-based systems utilized by Montgomery County Public Schools (MCPS). Works directly with the OOF budget, accounting, K-12, program and executive staff to ensure that timely and accurate financial data and reports are available to make sound budget and financial decisions in the use of the multi-billions of dollars appropriated to MCPS annually. Manages and problem-solves day-to-day operational matters of the OOF including serving as a facilitator for system-wide workgroups, and working with other offices on matters related to financial operations and management. Provides leadership for process management and the design and implementation of readily accessible resources, tools, and programs to help financial staff and administrators understand and manage their fiduciary responsibilities. Provides leadership for the OOF fiscal team; coordinates their efforts to support MCPS-wide financial systems support; coaches budget and accounting staff to maximize data analysis and ensures financial integrity; serves as the central services liaison and support for the financial system of the School Business Administrator and data inquiries; mentors, trains, and supports new financial staff; provides leadership and coordination for the annual process of recruiting, screening, and hiring a diverse candidate pool of highly qualified financial staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices, and techniques of financial management, specifically in accounting, human resources, budgeting, financial systems operations, maintenance, and reporting, financial data integrity, and business performance planning. Thorough knowledge of public school structures, processes and system, administration and business operations, policies and procedures, and organizational and leadership theory. Knowledge of and ability to interpret and communicate piblic school policies, regulations, and procedures, as well as local, state, and federal mandates as they relate to school business and financial operations. Extensive experience in developing financial system budget reports and inquiries, ensuring data reliability, accuracy, and availability, and interpreting financial data needs of MCPS financial staff. Ability to perform statistical compilations, computations, and data analysis. Ability to administer and apply continuous improvement principles to automated financial systems. Ability to communicate effectively using coaching strategies and techniques with MCPS staff and others. Excellent problem-solving skills. Ability to work effectively with administrators, staff, and other stakeholders to resolve a variety of questions/problems. Excellent organizational, communication, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited university with a preferred major in business administration, finance, accounting information technology, or a related field. Extensive experience with budget development, financial systems operations and maintenance, data integregity and business acumen. Minimum 5 years outstanding public school finance administration and business leadership experience required. Administrative or supervisory experience required. Financial system implementation experience is preferred. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

Ensures that primary and subsidiary financial systems operations and maintenance activities are managed to ensure data intregity is reliable, defensible, and timely.

Financial system output must remain current and available for MCPS financial analysis, business decision-making, budget execution and formulation, and financial reporting.

Provides/develops/produces necessary financial/budget reports and responds to data requests for OOF, central office programs, schools executives, and community partners.

Provides guidance, resources, and a continuum of support including support and training of financial staff, MCPS administrators, and school staff regarding business operations, financial data analysis, and internal controls.

Leads OOF on information technology system implementation activities.

Manages the OOF budget and various financial management system approvals.

Develops and integrates long-range plans and monitoring systems for initiatives and responsibilities supervised by the OOF.

Provides facilitative leadership for system-wide projects, committees, and workgroups.

Serves as liaison between all MCPS financial staff with respect to system-wide business and financial activities.

Performs related duties consistent with the scope and intent of the position.
